Description

The Commodity Futures Trading Commission ("CFTC") intends to negotiate and award a sole-source modification on an existing contract (9523ZY24C0005) with the London Stock Exchange Group (LSEG) for the procurement of additional commodity and financial data feeds.



Specifically, CFTC intends to procure four additional Eikon Premium Subscriptions. CFTC currently has six Eikon Premium Subscriptions. CFTC intends to procure this requirement under FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. CFTC intends to modify this contract to add these additional licenses for the four remaining option years of contract 9523ZY24C0005 (through January 31, 2029).



The data provided by LSEG and its Eikon service is unique to LSEG and cannot be obtained via any other source. The areas that are unique to Eikon are as follows:



(a) Daily Eikon LPG Report: The report is for Propane, Butane, Isobutane, Natural Gasoline, and Ethane markets. LPG (liquefied petroleum gases) is a new active futures market for the CFTC and one that has increased rapidly in importance with the increase in shale oil and hydraulic fracking for natural gas.



(b) Power USA Locational Marginal Pricing (LMP) Interactive Service is a report updated every 10 minutes for the generation, transmission, and load data of electrical power markets that serves as the underlying cash market for nearly 1,500 futures contracts the CFTC monitors. This data and the accompanying information service overlay functions that are critically important to the CFTC electric power swap futures analysis and research efforts.





(c) Foreign Exchange (FX) data is not available via any other source that contains physical market activity. FX Swaps are a USD $74 Trillion notional market that the CFTC regulates. FX Fixed Income Price Service is a valuable reference to activity and market data on FX prices and spreads. Data on daily activities, analysis reports, bank news and pricing information to compare with Swap Data Repository (SDR) data is only available from Eikon.



Without access to this data, CFTC’s regulatory operations would be significantly impeded and there would be an increased risk to achieving CFTC’s mission.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 3:00pm ET, January 21, 2025. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about January 31, 2025. The Government will not be responsible for any costs of preparation in response to this announcement.
