The Town of Needham, MA, acting through the Town of Needham Permanent Public Building Committee, invites sealed bids from Prequalified GC’s and Filed sub-bidders for the construction of the DPW Fleet Maintenance Facility, 1421 Central Ave. Needham, MA 02492, in accordance with Contract Documents prepared by Weston & Sampson Engineers, Inc. . Foxborough MA.  The estimated construction cost is $16,500,000.  DCAMM Certification is required.

Bid Documents will be available starting at 9:00 a.m. on Thursday, September 4, 2025, at www.accentblueprints.com . Drawings and specifications may be viewed and downloaded free of charge; registration with a valid email is required to create a free account and be added to the plan holders list to receive addenda. Printed copies may be ordered online or by calling Accent Printing at 978-362-8038. Orders can be picked up at 99 Chelmsford Road, North Billerica, MA 01862, between 9 a.m. and 4 p.m., or shipped for an additional handling and mailing fee. A non-mandatory pre-bid conference will be held on Monday, September 15, 2025 at 10:00 AM local time at 1421 Central Ave., Needham, MA. After the meeting, a walk around the premises will occur. All bidders are encouraged to attend.

All General Bid and Filed-Sub-bid proposals shall be accompanied by a bid deposit in an amount not less than five percent (5%) of the value of the bid. Bid deposits, payable to the ”Town of Needham”  shall be in the form of either a BID BOND, or a CERTIFIED or TREASURER’S CHECK issued by a responsible bank or trust company.  Cash and company checks are not acceptable.

Filed Sub-Bids are required for the following trades: MASONRY, MISC. METALS, WATERPROOFIN/DAMPROOFING, PAINTING, FIRE SUPPRESSION, PLUMBING, HVAC, ELECTRICAL

SEALED BIDS FOR PREQUALIFIED FILED SUB-BIDS are due @ 2:00PM on, Thursday, October 2, 2025, and SEALED BIDS FOR THE PREQUALIFIED GENERAL CONTRACT are due @ 2:00PM on Thursday, October 16, 2025 at the Public Services Admin. Building, 1st Floor, DPW Admin Office, 500 Dedham Ave, Needham, MA 02492 until the bid deadlines @ 2:00PM and will be publicly opened and read in the Charles River Room immediately afterword . Results shall be distributed to all registered plan holders via Addendum.

Bidding procedures and award of Contract and Subcontracts are subject to the provisions of the General Laws of the Commonwealth of Massachusetts (MGL) Chapter 149, Sections 44A to 44J inclusive; applicable sections of MGL Chapter 30; MGL Chapter 674 of the Acts of 1981, and “Construction Reform” amendments contained in MGL Chapter 193 of the 2004. This Project is subject to the Commonwealth of Massachusetts Supplemental Equal Employment Opportunity, Anti-Discrimination and Affirmative Action Program.

The Town of Needham reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town of Needham.
