THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Marine Corps Systems Command (MCSC) intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract on a noncompetitive basis to Sierra Nevada Corporation (SNC), 444 Salomon Circle, Sparks, NV 89434 (CAGE Code: 8X691) in support of Multi-Function Electronic Warfare (MFEW) Family of Systems (FoS). MCSC is procuring support services for the MFEW FoS to include spares, maintenance and repairs, replacement and additional systems, and engineering support services. MCSC determined that SNC is the only company capable of meeting this requirement. Because the technical data and software associated with the existing MFEW systems are required to execute the necessary sustainment tasking and engineering support services, and the Government lacks the technical data and software necessary to perform the required services, SNC is the only vendor who can provide these services.
The Government anticipates award of a hybrid Cost Plus Fixed Fee/Firm Fixed Price IDIQ with a 5-year ordering period. This acquisition is being pursued under the statutory exception permitting use of other than full and open competition, which is found at 10 United States Code § 3204(a)(1), as implemented by Federal Acquisition Regulation 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.”
The redacted Justification and Approval authorizing use of other than full and open competition for this acquisition will be posted on SAM.gov no later than 14 days after contract award, in accordance with FAR 6.305. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source, SNC. No Request for Proposal will be available for competitive proposals.
