Request for Information: Temporary Port Consultant Services

The City of Norfolk (“City”) is seeking information to determine market interest in delivering temporary port consultants to provide comprehensive business development and marketing services for the City’s cruise ship program for a transitional period.

The Half Moone Cruise and Celebration Center at Nauticus is the east coast’s newest year-round homeport welcoming Carnival Cruise Lines in 2025. Nauticus has approximately 54 stops currently scheduled for 2025 and anticipates welcoming more than 300,000 passengers. The port recently began $12 million in enhancements including an inclined walkway for debarking passengers competed earlier this year, expanded guest seating area currently underway and an improved ground transportation design to begin later this year. Nauticus has a history of hosting several cruise industry leaders to its terminal in addition to Carnival such as Holland America, Royal Caribbean, Celebrity, Viking, and Regent.
