Project Description: Bids for the "Heritage Run Road Storm Sewer Replacement Project” will be received by the White Township Board of Supervisors, submitted online via the PennBid Program (https://pennbid.net) until 12:00 PM prevailing local time on Wednesday, November 20, 2024. The bid opening will take place at 1:00 PM on November 20, 2024 at the White Township Office, 950 Indian Springs Road, Indiana, PA 15701. A summary of bids received will be displayed on PennBid shortly after the bid opening.
The Project for which the Work under the Contract Documents may be the whole or only part is generally described as follows: Provide all labor, equipment, and materials required to install 500 linear feet of 36-inch diameter HDPE N-12 Dual Wall or HP Storm Dual Wall pipe (Township will provide the 36-diameter pipe), two (2) precast concrete headwalls, four (4) – 5-feet diameter precast concrete manholes, grouting shut approximately 410 linear feet of existing 36-inch diameter HDPE pipe, demolition of an existing 4’x2’ catch basin including filling of catch basin with concrete sand, extension of two (2) existing downspout pipes, maintaining existing storm flows during construction, traffic control and all bituminous paving and non-stabilized restoration, site restoration, all in accordance with the Contract Documents.
Bidding documents are available at no cost via the PennBid Program (https://pennbid.net). Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Clarifications” feature in PennBid no later than seven (7) days prior to the date for receipt of bids.
The successful Bidder will be required to comply with all contract provisions including compliance with the Pennsylvania Prevailing Wage Act. All employees must be paid the Prevailing Minimum Wages established by the Commonwealth of Pennsylvania, Department of Labor & Industry. Verification of compliance must be provided by all Contactors, including Subcontractors.
This project contains funding from the White Township Supervisors through the United States Department of the Treasury “American Recovery Program” (ARP). Nondiscrimination and all other funding requirements apply.
The successful Bidder must also comply with the Public Works Employment Verification Act. The Act requires Contractors/Subcontractors to verify employment eligibility through the E-Verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The Contract Documents contain information and a verification form regarding the Act.
Each Bid must be accompanied by a Certified or Bank Check or Bid Bond payable to the order of the Owner in the amount of ten (10%) percent of the total amount of the Bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. All bidders must include a scanned copy of the Bid Security when uploading their bid to the PennBid Program online. The original copy of the Bid Security from the apparent low Bidder will be required to be submitted to White Township, 950 Indian Springs Road, Indiana, PA 15701, attention Mr. Chris Anderson, Township Manager. The successful Bidder will be required to execute the Agreement and to furnish a performance bond and a payment bond, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The successful Bidder will also be required to furnish evidence of insurance coverage as required by the Bidding Documents.
The White Township Board of Supervisors reserves the right to reject any or all bids or parts thereof, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of the Bid opening. No Bids may be withdrawn for sixty (60) calendar days after the scheduled time of the closing of bids.
