Soliciation Amendment 1 is being issued to provide responses to questions received regarding this requirement. The due date for quotes has been extended to 23 May 2025, at 1:00 p.m., Alaska time.





This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.



Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached in the document entitled “BPA Solicitation 20250418.”



The solicitation number is 37380PR250000035 and is issued as a Request for Quotation (RFQ).



The solicitation document and incorporated provisions and clauses are those in effect through FAC 2025-03 Effective: 01/17/2025



The NAICS Code is 488190. This requirement is being solicited via full and open competition.



US Coast Guard (USCG) Sector Western Alaska and U.S. Arctic (WAK), has a requirement to establish a single award, 5-yeard Blanket Purchase Agreement (BPA) for Transportation Support to Western Alaska Villages, in accordance with the Statement of Work dated 15 Apr 2025.



FAR 52.212-1 and FAR 52.212-2 apply to this acquisition. Evaluation criteria is best value, where technical is more important than price. To be found technically acceptable, as listed under the evaluation criteria, the contractor must:



a. Demonstrate capability to perform the services outlined in the Statement of Work



b. Demonstrate the schedule specified in the Statement of Work can be performed without delays.



c. Demonstrate proof of having required licenses and certifications necessary for the requirement.



d. Demonstrate proof of insurance



FAR Clauses and Provision applicable to this requirement can be found in the attachment entitled “BPA Solicitation 20250418.” A complete copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, must be completed in SAM.gov at the time of quote submission. Where FAR clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to, the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.



Quotes are due by May 19, 2025, at 1:00 p.m., Alaska time, to Johnathan Maro at Johnathan.L.Maro@uscg.mil AND Robbin Kessler at robbin.m.kessler@uscg.mil to be considered for award. If it is in the best interest of the government, quotes submitted after the due date may be accepted. Quotes shall remain valid for 30 days unless otherwise expressly stated on the quote. Quotes shall list two points of contact for the offeror, including name, phone number, and email address.



All contractual and technical questions must be in writing. Questions must be received by April 25, 205, at 1:00 p.m. Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil. US Telephone questions will not be accepted.
