  1. INTRODUCTION

The Town of Harrisburg (herein referred to as the “Town”) is soliciting Statements of Qualifications from design firms/teams (“Firm”) that are interested in providing on-call professional design services for the development of greenway projects throughout the town. Design services will include, but not be limited to, schematic/conceptual design, detailed design, and construction documents. The Town is seeking qualified Firms that are knowledgeable and experienced in greenway design services and whose expertise will provide timely, professional services to the Town.

The Town reserves the right to enter into one or more contracts with any firm(s) selected under this RFQ process. Awarded on-call contracts are expected to be renewable annually for a total period of up to 5-years.

  1. BACKGROUND AND PURPOSE

  1. DESCRIPTION OF SERVICES

The Town’s Bicycle, Pedestrian and Greenway Master Plan will be used a general guide to select specific projects to be advanced. The level and scope of professional services required for specific projects will vary but will range from initial conceptual planning through final shovel ready construction plans. Professional on-call services may also be needed for projects outside of the master plan. Services may include, but not be limited to the following:

• Surveying                                                                  • Landscape Architecture

• Civil Engineering                                                       • Structural Engineering

• Geotechnical exploration                                            • Hydraulic Engineering/Flood Studies

• State and Federal grant projects                                   • Wetland Delineation

• Bidding Assistance and Construction Administration    • Detailed Cost Estimating

• Public Presentations, Community and   Council Meetings

• Acquisition assistance (preparation of easement docs and surveys)

Any of the services mentioned above may be contracted together with the design, or separately depending on funding sources.

  1. RFQ SCHEDULE AND PACKAGE SUBMISSION

Advertisement for RFQ: January 2, 2025

Deadline for Questions: January 15, 2025

Due Date and Time for Proposals: January 20, 2025, at 10 AM

Interviews: TBD

Anticipated Selection Announcement: February 2025

Proposals shall be enclosed in a sealed envelope or package, addressed to the Town of Harrisburg. The name and address of the prospective firm and the RFQ Title shall be placed on the outside of the package. All items required for a responsive proposal shall be included. It is the sole responsibility of the proposer to ensure that the proposal package is received no later than the established due date and time at the proper location. Proposals received after the due date and time will not be considered. Proposals submitted by facsimile or other electronic means will not be accepted.

  1. EVALUATION CRITERIA AND PROCESS

Firms will not be considered unless the following minimum qualifications are met:

  • Firm must be properly registered with the Office of the Secretary of State of North Carolina (if applicable); and
  • Firm(s) must be licensed by the North Carolina Board of Architecture and North Carolina Board of Examiners for Engineers and Surveyors.

Evaluation Criteria

  • Performance evaluation from historical performance of past projects
  • Evaluation of the team’s personnel and equipment to perform the project on time
  • Unique resources that yield a relevant added value or efficiency to the deliverable
  • Predicted ability to manage the project, based on experience in size, complexity and type of project, subcontractors, and documentation skills
  • Project understanding and innovation that provides cost and/or time savings.

The Town of Harrisburg will appoint an evaluation committee for the project whose responsibilities will include performing technical evaluations of the SOQ and making selection recommendations based on the evaluation criteria provided above. Evaluations will focus on identifying the relative strengths, weaknesses, deficiencies, and risks associated with the SOQ. Informal interviews may be held for the project. The Town reserves the right to obtain clarification or additional information from any firm regarding its SOQ.

The Town reserves the sole right to select the most qualified firms on the basis of best overall SOQ(s) that is most advantageous to the Town. Firms that submit SOQs will be notified of the selection results. Final approval of any selected firm is subject to the approval of Town Council.

  1. SOQ FORMAT

Firms submitting an SOQ package should clearly label and indicate the project for the enclosed SOQ.

The SOQ package should include a cover letter. Firms must submit one (1) one bound original, two (2) bound copies and one (1) flash drive containing a digital copy of the complete SOQ package in PDF format.

The submission shall be limited to twenty (20) pages printed on one side on 8 ½”x11” paper. The cover page is not included in the page total.
