16. Description: One, clean, approved, U.S. or foreign flag, double-hull tanker, with an Inert Gas System and Segregated Ballast Tanks that is capable of carrying a minimum of 235,000 bbls of clean product (intentions JA1) within vessel’s natural segregation in designated cargo tanks with double valve isolation.



17. Place of Contract Performance: The intended loading port/place is Ulsan, Korea (SK Energy Terminal); and the intended discharging port/place is Mesaieed, Qatar (Qatex Limited Terminal). The laydays commence 21 February and cancel 22 February 2025, and the period of performance will be one voyage.



18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. The Small Business Administration’s Procurement Center Representative concurred with this decision.
