Note that a presentation of basic project/program scope will occur; followed by a brief presentation on Project Labor Agreement (PLA) submission requirements included in solicitation as required by Executive Order (EO) 14063. Some small business and building trade partners may be in attendance. The Government will consider questions/clarifications related to submission of acceptable PLAs in relation to solicitations for projects serving as part of the B-21 Projects W9128F25R0011 B21 EPS 60 ROW (NORTH) and W9128F25R0005 B21 EAST APRON at Ellsworth AFB, SD. The Government will not be able to answer questions related to the establishment/application of the associated EO, underlying policy and/or future policy or policy changes. Any changes in submission requirements will be issued by amendment to the respective solicitation. Note that PLAs are currently required by EO for projects of this type and magnitude. Any change in policy and/or associated guidance will be considered by the Government throughout the solicitation and award process – with any formal revisions being issued by amendment.
