Description

Request for Information (RFI): Humidity Controlled Storage Shelters



1. Introduction and Purpose:



The Air Force Rapid Sustainment Office (RSO) is seeking information on commercially available or readily adaptable humidity-controlled storage shelters for the protection of vehicles and equipment in various climates, including Alaska and Oceania. This RFI is for market research purposes and is to identify potential solutions capable of meeting RSO’s requirements. This is not a Request for Proposal (RFP) and does not obligate RSO to award a contract. The purpose of this RFI is to gather information and obtain a Rough Order of Magnitude (ROM) cost estimate.



2. Scope:



This RFI seeks information on shelters designed to house and protect various types of vehicles and equipment, including, but not limited to: 25K Halvorsen Loaders, 10K All-Terrain Forklifts, MB-2 Tow Tractors, Air Start Carts, ACU-808 Air Conditioners, Maintenance Stands, tow bars, and lights. The relocatable shelters will be mounted on existing concrete pads without specific time constraints for setup or takedown. Personnel will not regularly work inside the shelter except for equipment ingress and egress. Power and water will be sourced from local utilities.



3. Required Information:



Interested vendors are requested to provide detailed information addressing the following Key Performance Parameters (KPPs) and Key System Attributes (KSAs):



3.1 Key Performance Parameters (KPPs):



KPP 3.1.1 Dimensions: Minimum interior dimensions of 50 ft. wide x 250 ft. long. Minimum interior height of 15 ft. (Threshold - T); preferred height of 20 ft. (Objective - O).



KPP 3.1.2 Egress: Personnel doors for emergency egress compliant with local fire code, minimum one on each side of the structure (T=O).



KPP 3.1.3 Access Doors: Two access doors on the short-side wall, one at each end, with dimensions of 16 ft. wide x 15 ft. tall (T); preferred dimensions of 16 ft. wide x 16 ft. tall (O).



KPP 3.1.4 Temperature Control: Maintain interior temperature between 50-80°F (T=O).



KPP 3.1.5 Humidity Control: Maintain interior relative humidity below 50% (T=O).



KPP 3.1.6 Snow Load (Alaska): Support a snow load of 50 psf or as dictated by local code (T=O).



KPP 3.1.7 Wind Load: Withstand wind speeds of 90 mph in Alaska (T=O) and 155 mph in Oceania (T=O), or as dictated by local code.



KPP 3.1.8 Rainfall: Withstand rainfall according to local code (T=O).



KPP 3.1.9 Lighting: Provide interior lighting with a minimum illuminance of 300 lux (T=O).



KPP 3.1.10 Electrical: Accept 400 A power (T=O) and include 120V 20A outlets spaced every 25 ft. (T=O).



KPP 3.1.11 Fire Suppression: Include a water-based fire suppression system compliant with local and/or federal regulations (T=O).



KPP 3.1.12 Materials: Frame and shell constructed of corrosion and rot-resistant materials (T=O).



KPP 3.1.13 Relocatability: Shelter must be relocatable (T=O).



3.2 Key System Attributes (KSAs):



KSA 3.2.1 Exterior Color: Tan or subdued color (T=O).



KSA 3.2.2 Interior Color: Lighter color for reflectivity (T=O).



4. Rough Order of Magnitude (ROM) Cost Estimate:



Please provide a ROM cost estimate for the total cost of shelter solutions included in the RFI response.



5. Submission Instructions:



Interested vendors should submit their responses electronically to john.tipler@us.af.mil by 09 MAY 2025 at 5PM EST. Responses should include:



Company information and contact details.



Detailed descriptions of shelter solutions, including specifications, drawings, and any relevant certifications.



ROM cost estimate (as described in Section 4).
