City of Panama City (Owner) is requesting Bids for the construction of the following Project:

Project Storm Group I City Bid No. PC26-014

Bids for the construction of the Project will be received electronically by the City of Panama City Purchasing Division until Wednesday, July 22, 2026, at 10:00 a.m. CT. At that time, all Bids received will be publicly opened and read at City Hall Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.

The Project consists of the following components which are described in detail in the bid documents and include the following Work:

The project consists of the installation of diesel bypass pumps and pump connections along with various pump station improvements for 14 locations.

The project has an expected duration of 150 days.

Non-Mandatory Pre-bid Conference

A non-mandatory pre-bid conference for the Project will be held on Wednesday, July 1, 2026, at 10:00 a.m. CT in Room 010 of City Hall located at 501 Harrison Avenue, Panama City, FL 32401. Attendance at the pre-bid conference is encouraged but not required.

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is the City of Panama City. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing office. Addenda, if any, will be emailed to plan holders and will be available in a PDF format on the Bonfire Portal: https://panamacity.bonfirehub.com/portal/?tab=openOpportunities and the City of Panama City's website: https://www.panamacity.gov/bids.aspx .

The City of Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City code, and this Invitation to Bid (ITB). The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

To ensure compliance with federal regulations governing the use of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds, any entity (including individuals, firms, and other organizations) submitting a bid under this solicitation must be registered in the U.S. Government’s System for Award Management (SAM).

Federal regulations prohibit CDBG-DR funds from being provided to entities or individuals that are suspended, debarred, or otherwise excluded or ineligible for participation in federal assistance programs. For information on the SAM registration process, visit the SAM.gov website.

Contractor and Subcontractors shall be registered with and use the E-Verify system to verify work authorization status of all newly hired employees. A contractor or subcontractor shall provide documentation that they are registered on The Department of Homeland Security’s E-Verify System that can be found at https://www.e-verify.gov/

The purpose of this addendum is for the City of Panama City ("City") to provide updated
information to the Invitation to Bid Number PC26-014 ~ Project Storm Group I
and shall it become part of the Contract Documents.
Addendum 2 provides a Bid Due Date Extension and Clarifications to the Contract
Documents, and they are amended in the following particulars:
I. BID DUE DATE EXTENSION
A. The Bid Due Date is hereby extended to July 29, 2026, at 10:00 AM CT.
II. SPECIFICATIONS (NOT APPLICABLE)
III. PLANS / DRAWINGS (NOT APPLICABLE)
IV. CLARIFICATIONS
A. Additional Information
1. Under Section 02578 Lift Station Bypass Pump, 2.01, Mersino pumps are
accepted as an equal for this project. Fuel capacity, and other metrics shall
be maintained throughout the specifications. Priming and engine
characteristics may be varied.
B. The following RFIs were received:
1. RFI: Regarding Lift Station 15, and as Sheet No. LS15.1 is N.T.S. please
confirm the overall length (PE to face of flange) of the 3" SS PE x FLG
suction riser.
RESPONSE: The length of the suction riser shall be approximately 8.5'.

2. RFI: Regarding Lift Station 15, Sheet No. LS15.1, please confirm (a) the
overall length (face of flange to face of flange) of the 2" Flg x Flg spool piece
to be installed from the new 2" SS tee at the existing 2" effluent line through
the cored hole in the existing concrete lift station top to the point of connection
of the new 2" DI x 90 bend. Also, (b) is this spool piece SS or DI?
RESPONSE: The spool piece shall be approximately 4' Stainless Steel.
Responsibility of the Contractor to field verify spool length. The suction piping
shall be elevated approximately 10" above the station concrete slab.
3. RFI: Per Section 09900, Painting, 2.06 IMMERSION COATING SCHEDULE
- WASTEWATER TREATMENT PLANTS, Section B. Ductile Iron pipe,
Submerged (Wastewater). In that the majority (if not all) ductile iron pipe is
not "submerged" in wastewater but buried and/or above ground what is the
required paint product and color for the ductile iron/above ground pipe
associated with this project?
RESPONSE: Per the project documents and City standards, the coating
manufacturer shall be Tnemec. The product and color selection is the
responsibility of the Contractor. Please reference 09900 Painting, 2.01 and
2.03 for more information.
4. RFI: Per City of PC Detail PS-4B, please confirm which pipe support (1 or 2)
is to be used for this Project. Please confirm.
RESPONSE: Both pipe supports will be required throughout the project and
may be used interchangeably.
5. RFI: Will the City of PC and/or EOR accept/allow BBA by-pass pumps as an
equal to Godwin by-pass pumps for this project? It is understood the City of
PC has one (1) existing BBA by-pass pump in use/operation for more than
one (1) year. Please confirm.
RESPONSE: BBA pumps are accepted as an equal for this project. Fuel
capacity, and other metrics shall be maintained throughout the specifications.
Priming and engine characteristics may be varied.
6. RFI: Simply to ensure the correct new base elbows are provided for lift
stations LS 50, LS 51, LS 66, LS 85, LS 86, LS 93, and LS 114, it is
understood the existing pumps in these specific lift stations are manufactured
by Wilo. That being the case please confirm the make and model number of
base elbow(s) to be provided for these seven (7) respective lift
stations. Please confirm.
RESPONSE: A Standard 4" Base Elbow with 2 pipes shall be the basis of bid.

7. RFI: Per City of PC Plan Sheets CD3.0, CD3.1, CD3.2, and CD3.3, please
confirm the make, model, fuel type, etc.. for each STYLE PUMP specified.
RESPONSE: Sheets CD3.0, CD3.1, CD3.2, and CD3.3 contain general
structural information for the bypass pump pads based on a general size of a
pump. The sheets do not represent a specific bypass pump make and model.
8. RFI: Most of the drawings associated with this project are NTS, please
confirm the depths and diameters of the wet wells associated with lift stations
50, 51, 66, 73, 81, 86, 90, 93, 114, 200 & 203.
RESPONSE: The depths and diameters of the wetwells are as follows:

9. RFI: Per the Summary of Work, Addendum #1, Lift Station 93 calls for
geofabric and #57 stone. Please confirm the required thickness of the #57
stone and the square yardage of geofabric. Regarding the geofabric please
confirm the required material (i.e. manufacturer, type, etc.)
RESPONSE: The thickness of the #57 stone shall be 4" as referenced on
sheet LS93.3 of the project plans. The area of the #57 stone shall be 640
square feet or approximately 71 square yards as referenced on sheet LS93.3
of the project plans. Geofabric shall be a weed barrier per the project
specifications.

10. RFI: The bid form states that all iron and steel is to comply with AIS
requirements while attachment 1 in addendum 1 #12 states that AIS will not
be enforced. Can you clarify if AIS requirements will be enforced on this
project?
RESPONSE: American Iron and Steel (AIS) requirements ARE NOT enforced
on this project.
11. RFI: Confirm which diesel pumps at which lift stations the COPC will be
supplying and which pumps at which stations need to be included in the
contractors bid?
RESPONSE: The City will be supplying a GODWIN Model CD100S diesel
pump for the Contractor to install at Lift Station #85. The City will be supplying
a GODWIN Model CD80M diesel pump for the Contractor to install at Lift
Station #200. The City will be supplying a GODWIN Model NC80 diesel pump
for the Contractor to install at Lift Station #203. All diesel pumps supplied by
the City will be available for the Contractor to pickup at the City yard located
at 3126 West 19th St. The Contractor is required to supply a mounted bypass
pump at Lift Station #81 based on requirements set forth in the project bid
documents.
