This is a Request for Information (RFI)/Sources Sought Notice only and is issued in accordance with Federal Acquisition Regulation (FAR) Part 10 Market Research, in order to conduct market research. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a guarantee to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this RFI does not preclude participation in any future solicitation, if issued. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. This announcement is based on the best information available at this time and is subject to future modification.



The purpose of this announcement is to gain knowledge of current market capabilities in relation to the North American Industry Classification System (NAICS) Code 621340 with a Size Standard $12.5 Million. The Product Service Code (PSC) is Q518 - Specialized Medical Services. Network Contracting Office (NCO 2) of the Department of Veterans Affairs on behalf of the Syracuse VA Medical Center in Syracuse, NY is seeking potential qualified contractor(s) to provide Driver's Rehabilitation Services starting from 01/01/2026.



Description of Services: There are 68 estimated annual hours a year.



Clinical Assessment includes: Visual acuity, depth perception, color perception, color discrimination, peripheral vision Functional muscle testing: grip strength, UE and lower extremity strength testing ROM cervical, thoracic, upper and lower extremity Coordination testing Hearing Balance Activity tolerance Spasticity Reaction times on driver simulator Sensation and proprioception Functional status: transfers, ADLs Cognitive testing: Trails A and B, SLUMS test Educational Training: avoiding distractions, patient responsibilities, driving under the influence of alcohol or illicit drugs



Behind the wheel assessments include: Ingress/egress or in/out of vehicle Evaluating the need for adaptive equipment for driving and car transfers Orienting to vehicle controls and adaptive equipment Assisting with proper body alignment Instruction on mirror adjustments and review of blind spots Securing seat belts and locking doors Pre-driving checks which include internal and external lights, gauges Preparing lesson plans for driving such as: Starting and stopping Right and left turns Backing-up Parking Visual tracking Defensive driving Smooth acceleration and braking Visual tracking SIPDE drills Lane changes Two second rule Parallel parking U-turns and three-point turns Smith system Emotional stability when driving Hills Hazardous driving Changing traffic flows Awareness of pedestrian and bicyclist hazards Freeway entry and exit Car control Emergency stops Night driving



Training: Standard includes: No equipment needed Low Tech includes: Use of hand controls but does not need assistance with transfers (i.e. someone who can learn to drive with minimum modifications; someone with a cognitive disability/ brain injury) High Tech includes: Use of electronic secondary controls; needs assistance with transfers; cannot transfer via wheelchair



Safety Evaluation includes: Assessment of veteran s current vehicle; can it accommodate adaptive equipment; assessment to determine what adaptive equipment is necessary for safe travel as a driver and/or passenger



Vehicle Consultation includes: Vehicle modification/safety evaluation to assess for an appropriate vehicle to accommodate the veteran s needs.



Travel Costs includes: Travel costs for home services.
