The Sealed proposals for “Colonial Drive Road Reconstruction” project will be received by the Borough of East Greenville, Montgomery County, Pennsylvania, via PennBid, until 10:00 A.M., prevailing time, on Monday, June 30, 2025, at which time all bids received will be publicly opened and read aloud at the Borough of East Greenville Office, 206 Main Street, East Greenville, PA 18041.
This project will consist of the excavation/demolition of the existing roadway to the subgrade, and placement of approximately 4,100 SY of 2A subbase stone, bituminous base and wearing course on Colonial Drive between Morris Road and Valley Road. Installation of three (3) ADA ramps, including curb and sidewalk approach Items for sweeping and preparation, and joint sealing around curbs, manholes, inlets, and valve boxes will be incidental to the project.
Bids will be administered via PennBid. Complete sets of contract documents are available via www.PennBid.net. The successful bidder who is awarded the contract will be required to pay "PennBID" a fee in accordance with their established fee schedule. Contract Documents, including Drawings and Technical Specifications, are also on file at Cowan Associates, Inc. (120 Penn-Am Drive, Quakertown PA 18951) where they may be inspected at any time during working hours.
A certified check or bank draft, payable to the order of the Borough of East Greenville, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total bid amount shall be submitted with each Bid.
Award of Contract, if a Contract is awarded, will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities.
All current Pennsylvania Department of Transportation Standards and Specifications will prevail over all standards and specifications included in this contract.
The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bond and Labor and Materialmen’s Bond.
This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment, and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.
Attention is called to the fact that not less than the minimum salaries and wages are set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated because of their race, color, religion, sex or national origin.
The Borough of East Greenville reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Borough, such rejections or waivers shall be to its interest or advantage.
Prior to awarding the contract, bids may be held by the Borough of East Greenville for a period not to exceed (60) days from the date of bid opening for the purpose of reviewing the Bids and investigating the qualifications of bidders.
All bidders are invited to attend a Pre-bid Meeting to be held at 10:00 A.M. (prevailing time) on the 10th day of June 2025, at the Borough of East Greenville Office, 206 Main Street, East
Greenville, PA 18041. The meeting will be followed by a tour of the project site, if requested.
