The Denver Bond Office (“DBO”) and the Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor Services for the Aztlan Outdoor Pool Replacement Project. General Statement of Work: The City and County of Denver is seeking a Construction Manager/General Contractor to provide services for the Aztlan Outdoor Pool Replacement project located at 4435 Navajo St, Denver, CO 80211. The purpose of this project is to replace the existing lap and kiddie pools, related infrastructure, pool mechanical and plumbing systems, and the stand-alone pool equipment building, all of which have reached the end of their useful life. The project will include a 25-meter lap pool with an integrated zero-entry kiddie pool and splash pad. A community-informed water feature will also be incorporated into the project. Improvements to the recreation facility locker rooms will be included to bring these spaces into compliance with current building codes and accessibility standards. The extent of these improvements will be determined during design by the Owner and Design Team.

Vibrant Denver Bond Program :Approved by voters in 2025, the $950 million Vibrant Denver Bond Program is delivering 58 major projects across Denver, including libraries, parks and recreation centers, cultural facilities, affordable housing, improved streets and bridges, a family health clinic, a children’s advocacy center, and much more – without adding any new taxes. This bond program was informed by direct community input from thousands of Denverites and community leaders. The City will build the projects in this bond over six years from 2026 – 2031.

Workforce development programs promote economic growth through the coordination of public, private, and nonprofit sector resources to support a combination of education and training services to prepare individuals for work and to help them improve their prospects for entering and succeeding in the labor market. To accomplish this, workforce development policies and programs may be focused on individual training and education, societal economic stability and growth, or skills training needed by employers to help organizations remain competitive in a global marketplace.

Phase 1 Proposals will only be received via the online electronic bid service through BidNet . Proposals are due at 2:00 p.m. on November 5, 2026. Late submissions will not be accepted.

Prequalification Requirements: Each contractor must be prequalified in category 2B General Building – Occupied Building at or above the $15,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow . Prevailing Wage and Minimum Wage: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC. City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

General: As the City’s best interests may appear, the City Engineer reserves the right to waive informalities in, and to reject any or all proposals.
