THIS IS AN INDUSTRY DAY NOTICE ONLY. THIS IS NOT A REQUEST FOR INFORMATION (RFI). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS REQUEST IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY ACTUAL PROCUREMENT OF MATERIALS, MACHINERY, OR SERVICES.



This notice does not constitute a solicitation or a promise of a solicitation in the future. This Industry Days request does not commit the Government to contract for any supply or service. However, the Government is actively seeking information on potential sources of Systems Engineering & Integration (SEI) for the systems identified below. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Industry Days. All costs associated with attending this Industry Days are solely at the responding parties' expense. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this request. Not responding to this request does not preclude participation in any future competitive solicitation, if one is issued. Specific responses to the contractor's approaches for meeting this requirement will not disqualify or have an impact on participation and evaluation on future solicitations. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. If a solicitation is issued, it will be announced later via the System for Award Management (SAM.gov) and all interested parties must respond to that solicitation announcement separately from the responses to this request.

DESCRIPTION:



The Royal Saudi Naval Forces (RSNF) has four (4) Tuwaiq-class Multi-Mission Surface Combatants (MMSC) ships in production with Lockheed Martin at Fincantieri Marinette Marine Group through the Navy’s Foreign Military Sales (FMS) program. The Tuwaiq-class ships are a tailored Freedom variant Littoral Combat Ship (LCS) designed to meet the specific needs of the Royal Saudi Navy Force. Due to the ships’ systems, speed, agility, and shallow draft characteristics, the Tuwaiq-class ships have the inherent capability including but not limited to conduct missions in the following areas: Flagship Duties (FD), Presence Patrols (PP), Critical Infrastructure Protection (CIP), Escort Duties (ED), Blockage/Sanction Enforcement (BLK), Coalition Operations (CO), Search and Rescue (SAR), Freedom of Navigation (FON), Intelligence, Surveillance, and Reconnaissance (ISR), Maritime Interdiction Operations (MIO), and Anti-Submarine Warfare (ASW). Furthermore, these ships are designed to operate offensively in the high-density, multi-threat littoral environment independently or in conjunction with other Tuwaiq-class ships as a Surface Warfare (SUW) and Air Defense (AD) focused ship, Tuwaiq-class ships can also exercise its own Command, Control, and Communications (CCC), Mobility (MOB), and Electronic Warfare (EW) mission sets. It is RSNF’s intent to sustain these ships through a U.S. Navy Follow-on Technical Support FMS program. The scope of this program will include Technical/Engineering Services, Hardware/Software Maintenance and Modernization.



Naval Sea Systems Command (NAVSEA) is conducting market research to identify and determine the interest, technical capability, and qualifications of Industry to fulfill the Government's requirements to perform the technical services, system engineering, integration, testing, logistics sustainment and training capabilities for the Follow-on Technical Support FMS program:



a) Please provide capabilities with each system listed under description and provide your experience supporting the systems. Include any additional information related to the draft Statement of Work and the Enclosure from paragraph (b) below. Capabilities responses are due September 25, 2025.



b) Ensure you submit all information in paragraph (c) below to receive the CUI information related to sustainment support for International Traffic in Arms Regulations (ITAR) controlled and non-ITAR systems in support of the Tuwaiq-class mission systems. Send email to the listed POCs listed below to request Enclosure in order to respond to requested capabilities.



Registration is Due by July 25th, 2025. You do not need to provide capabilities to register.



c) When you register, please include the following and Emails POCs listed for this event:




  • Company Name, Address, Point of Contact, CAGE Code, Email Address, Webpage, etc.

  • Unique Entity ID

  • Attendance list (who will attend and their titles)

  • Is your company a small or large business or a Small Business?



Up to two representatives per company are allowed to attend the Industry Day. No more than two individuals per company will be allowed in the event space.



Draft Statement of Work elements:




  1. Sustainment support for International Traffic in Arms Regulations (ITAR) controlled and non-ITAR systems in support of the Tuwaiq-class mission systems.

  2. Ship Systems: Sustainment support requirements for all ship systems:




  • Combat Systems

  • C4I (Command, Control, Communications, Computers, and Intelligence)

  • HM&E (Hull, Mechanical, and Electrical) Systems

  • Propulsion Systems



3. Maintenance and Repair Planning & Execution (OCONUS):




  • Develop maintenance and repair schedules for Docking Selected Restricted Availability (DSRA) and Selected Restricted Availability (SRA) work packages and work specification development.

  • Plan, schedule, and execute major overhauls (DSRA and SRA’s), including work package and specification development.

  • Plan, schedule, and execute corrective (CMAV’s) and preventative maintenance (PMAV’s), including work package and work specification development.



4. Logistics and Material Support:




  • Identify material support requirements and provide procurement recommendations.

  • Establish and manage a comprehensive logistics support program, including:

    • Personnel for parts research, procurement, and inventory management.

    • Processes for maintaining COSAL/COSMAL part levels.

    • Shipping and handling procedures (CONUS and OCONUS).

    • Warehouse inventory management system implementation.





5. Technical Documentation and Configuration Management:




  • Establish and maintain an electronic SharePoint site technical library for technical manuals (TMs), drawings, and other relevant documentation.

  • Maintain accurate ship configuration records.

  • Establish a baseline for sustainment standards specific to the ships.



6. Subject Matter Expertise (OCONUS):




  • Provide in-country subject matter experts (SMEs) with expertise in:

    • C4I

    • Combat Systems

    • HM&E

    • Overall LCS familiarity (if applicable).





7. Training:




  • Recommend training opportunities, including:

    • On-the-Job Training (OJT)

    • Industrial Training

    • Training in software and hardware upgrades





8. Obsolescence Management:




  • Establish a ship obsolescence management program encompassing:

    • Software updates

    • Hardware upgrades

    • Industrial workshop upgrades





9. Ship Transition and Transit Planning: Develop transit plans to support the ship’s transit to the final OCONUS destination, Husbandry, part support, fuel and port preparations at both ends of the transit.



10. Quality Assurance (QA) and Quality Control (QC): Need a QA and QC program to be put in place, as well as tracking and documenting to show the quality of the work that is performed with test results.



11. Compliance and Certifications: Applicable industry and government standards



Each of the above systems will be acquired through a U.S. Navy Program of Record and, for the purposes of this request, can be assumed to be Government Furnished Equipment (GFE). Contractors are expected to perform this work in both the United States and Saudi Arabia. The estimated period of performance for these efforts would gradually start in Fiscal Year (FY) 2027.



THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST.



A Request for Information (RFI) may be issued at a future date. Interested parties may be requested to respond to the RFI with a White Paper that addresses their capabilities and experience integrating sensors, weapons and combat management systems.
