Exterior Commercial Building Painting
Request for Proposals
Quinault Wellness Center (QWC) and Quinault Community Health (QCH) are seeking qualified and
experienced contractors to submit proposals for painting the exterior of the organizations'
Administration Building located at 421 W. State St., Aberdeen, WA. 98520.
Introduction
QWC and QCH invite qualified painting contractors to submit proposals to provide exterior surface
preparation and painting services for the Administrative Building.
The selected contractor shall provide all labor, supervision, equipment, tools, materials,
transportation, and consumables necessary to complete the project in a safe, professional, and
timely manner.
The purpose of this project is to improve and preserve the exterior appearance and integrity of the
Administrative Building while ensuring durability against Western Washington weather conditions.
All work shall be completed in accordance with industry standards, manufacturer recommendations,
and applicable federal, state, and local regulations.
Scope of Work
The selected contractor shall provide all labor, materials, equipment, lifts, scaffolding, safety
measures, and supervision necessary to complete the project.
1. Surface Preparation
• Pressure washing and cleaning of all applicable exterior surfaces
• Scraping and removal of loose or peeling paint
• Sanding and surface preparation as needed
• Caulking and sealing gaps, joints, and penetrations
• Minor patching and repair of damaged surfaces prior to painting
• Protection of windows, doors, landscaping, walkways, and adjacent surfaces
2. Exterior Painting
• Priming of surfaces as required
• Application of commercial-grade exterior paint coatings
• Painting of exterior siding, trim, fascia, soffits, doors, and other designated surfaces.

3. Site Protection and Cleanup
• Daily cleanup of work areas
• Proper disposal of paint materials and debris
• Protection of patients, staff, visitors, and vehicles during work activities
• Final site cleanup upon project completion
4. Project Coordination
• Coordination of work schedules to minimize disruption to office operations
• Communication with the Facilities Director regarding project progress and scheduling
• Notification of unforeseen conditions requiring additional work or repair
5. Contractor Responsibilities
• Provide a designated project manager or primary point of contact
• Maintain all required business licenses and insurance
• Comply with OSHA, state, and local safety regulations
• Ensure all personnel maintain professional conduct while on-site
• Provide all necessary safety equipment and fall protection measures
6. Materials and Product Requirements
Contractors shall specify the following within their proposal:
• Paint manufacturer and product line
• Surface preparation methods
• Primer products to be utilized
• Estimated paint coverage and number of coats
• Warranty information for labor and materials
All materials shall be commercial-grade products suitable for exterior healthcare facility applications
and Western Washington environmental conditions.
A pre-bid site walk with the Facilities Director is required to improve bid accuracy and reduce change
orders.
All work must be completed in a manner that minimizes disruption to office operations.
Cost Estimates
Proposals must include a detailed cost estimate, including:
• Labor costs
• Materials and equipment
• Permits and fees
• Project management costs
• Any additional or optional costs
• Clearly identified allowances or contingencies

Project Timeline
Contractors should demonstrate the ability to meet timelines while accommodating a healthcare
setting with active patient services.
• Estimated Project Start Date: July 6, 2026
• Estimated Project Completion Date: July 13, 2026
Proposal Submittal
Firms are solely responsible for all costs incurred in the preparation and submittal of the RFP.
Submittal becomes the property of QWC/QCH and will not be returned.
• Respondents shall submit an electronic proposal that is limited to 10 pages. Responses must
be received by June 26, 2026.

Proposals shall demonstrate that the firm has the professional capability and availability to complete
all the tasks satisfactorily. Contractors must be properly licensed and meet Washington State
Department of Labor & Industries requirements. Responses shall include:
1. The company’s legal name, address, telephone number and key contact email address;
2. The project manager assigned this project and a brief description of their qualifications and
list of projects and date of completion for projects similar in scope and experience working
with tribes;
3. The proposed work plan and schedule for activities to be performed;
4. Bid proposal based on the proposed scope of work, work plan and schedule;
5. Equipment specifications including manufacturer, make, and model numbers;
6. Warranty details including parts and labor;
7. Necessary or planned subcontractors, if any;
8. The firm’s Billing contact name, email, and phone number. Also include the preferred
invoicing schedule and terms;
9. Proof of current license, bond and insurance, including general liability insurance, worker’s
compensation, professional liability insurance, if applicable. Include coverage limits and
certificates of insurance;

10. A minimum of three references that are knowledgeable regarding the firm’s performance on
projects. The references shall be for projects on which the Project Manager has performed.
Evaluation Criteria and the Selection Process
The basis of the award will be to the respondent receiving the most points based on the following
criteria:
• Completeness of the submittal (15 points)
• Quality of services (20 points)
• Cost / Price Proposal (20 points)
• Reputation and experience (15 points)
• Ability to meet all deadlines for delivery of the items (15 points)
• Understanding of healthcare facility requirements (15 points)
Total Possible Score: 100 Points
Proposals scoring below 70 points may be considered non-responsive and may not be eligible for
award.
Preference will be given to qualified Indian-owned firms per the QIN’s Indian Preference Policy.
Respondents must not have been suspended or debarred by the federal government.

The successful bidder will sign a Standard Independent Contractor Agreement with QWC/QCH.
QWC/QCH reserves the right to accept or reject all or part of the proposal/bid, and to negotiate with
the respondents to ensure that QWC/QCH receives appropriate deliverables within the required
timeframe.
