Property Tax Relief Screening System

Section I- Purpose:

The State of Ohio Department of Taxation (ODT) seeks a property tax relief screening system. The desired capabilities of the system include, but are not limited to, identifying:

  1. Property owners with an approved  homestead exemption in the state of Ohio, while also having an approved homestead exemption elsewhere in the state of Ohio or in the US.
  2. Deceased property owners with current exemptions.
  3. Property owners with current exemptions that no longer use the homestead property as their primary residence.
  4. Property owners who no longer qualify for the homestead exemption.
  5. Property owners who no longer qualify for the owner-occupancy credit.
Information that any interested party wishes to submit will be done so voluntarily and with the understanding that this Request for Information (RFI) is for information gathering purposes only and is not a formal solicitation. A formal procurement method, such as a Request for Proposal (RFP) or Request for Quote (RFQ) may be issued after this RFI.

ODT requests information from interested vendors or any other source. Cost information provided by vendors will be used solely for the purpose of performing a market analysis for the acquisition of the necessary products and services.

Section II – ODT Real Property Screening Solution:

ODT seeks a research solution that can systematically identify owner-occupied credits and homestead exemptions/exemption applications with an elevated risk of potential fraud or error. This research solution should use data sources including, but not limited to, nationwide information on deceased individuals, out‐of‐country residents, multiple homes, and multiple homestead exemption forms.

ODT is seeking information on possible solutions that would allow Ohio's 88 counties to access the same information gathering and scoring methodology to standardize the process.
Services Required
The proposal aims to safeguard against improper owner-occupancy credits and homestead exemptions by providing review and evaluation services, focusing on the following requirements: Additional Requirements
  1. Eligibility Verification
    Research and verification of eligibility for receiving owner-occupancy credit or homestead exemption for both current and new applicants.
  2. Data Provision
    Ability to process data in batches on a regular schedule and on an ad-hoc basis.
  3. Training
    Train designated end user staff on all tools and processes.
  4. Cross-Referencing
    Compare credit and exemption records with national databases (e.g., public records, voter rolls, property ownership) to confirm eligibility.
  5. Summary Reports
    Provide both high-level and detailed findings to both the counties and ODT.

Respondents should note that no contract will be awarded pursuant to this RFI and that responding to, or not responding to, this RFI will neither increase nor decrease any respondent’s chance of being awarded a contract from a subsequent solicitation by ODT. The contents of your response will be considered public information and will be made available upon request by interested parties.

All responses and other material submitted will become the property of ODT and may be returned only at ODT's option. Proprietary information should not be included in the response or supporting materials because ODT will have the right to use any materials or ideas submitted in any response without compensation to the supplier.

ODT may reject any response if the supplier takes exception to the terms and conditions of this RFI.

Clarifications and Additional Information
ODT may request clarifications or additional information from any respondent that provides a response to this RFI.

ODT may request an interview with and/or oral presentation from any entities that submit a proposal. These meetings provide opportunity for ODT to ask questions and for the proposer to clarify its proposal or demonstrate its product/solution. ODT will schedule these interviews and presentations, at its sole discretion.

Inquiries regarding this process, the submission of general or specific information, including the need for any information from agency staff, and all other questions shall be submitted in writing via Ohio Buys.

Responses
The agency does not intend to award a contract based on responses and will not pay for the preparation of any information submitted or for the agency’s use of such information. Acknowledgment of receipt of responses will be made, but respondents will not be notified of the agency's evaluation of the information received.
