The U.S. Army Corps of Engineers, Louisville District intends to award a sole source out-of-scope modification to Burns & McDonnell Engineering Company, Inc. under IDIQ Contract No. W912QR21D0070, Task Order No. W912QR24F0061 to perform the full design for the Addition/Alteration of Bldg. 2245, Squadron Operations Facility, at March Air Reserve Base, CA.
Summary of Out-of-Scope Modification:
Under the existing base task order, the A/E contractor is required provide the full design for the Design-Bid-Build Addition/Alterations of Bldg. 2245. As part of one aspect of the design effort under the original scope, the A/E contractor is required to evaluate and design for the existing HVAC mechanical system components that need replacement due to wear and age; the entire HVAC is not intended to be replaced. The out-of-scope modification will require the A/E contractor to add design scope to the existing full design effort to incorporate the addition of a Dedicated Outside Air System (DOAS) within the Building 2245. The DOAS design will include the rerouting and addition of select ductwork to accommodate all spaces within the facility and reconstruction of the screening wall on the exterior. The DOAS is a separate, standalone system that works in parallel with the main HVAC. Because the additional design work is not for an existing HVAC mechanical system component that needs replacement due to wear and age and involves a quantity of additional cost greater than what was originally scoped in the base task order, it is considered outside of the scope of the existing task order. However, the DOAS design must be integrated into the full overall design for the renovation of the facility and must be completed in conjunction with the remainder of the facility which is being performed by Burns & McDonnell Engineering Company, Inc. under the existing task order.
This out-of-scope modification will be issued on a sole source basis. This notice of intent is not considered a request for quotations or competitive proposals. This is a written notice to inform the public of the Government's intent to proceed with a sole-source modification to Burns & McDonnell Engineering Company, Inc. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the direction and discretion of the Government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Responses should include the following:
