General Notice
Town of Concord (Owner) is requesting Bids for the construction of the following Project:
Contract #25-3020, Silver Hill Road Neighborhood Infrastructure Improvements Phase 2
In accordance with the documents prepared by the engineering services of Wright-Pierce and the Engineering Division of Concord Public Works. Sealed bids will be received until 10:00AM on July 11,2025. Valuation for purposes of MassDOT Prequalification is based on first year. Vendors are expected to be able to provide their services over one (1) year at the estimated total value of all bid items. The Awarding Authority also reserves the right to extend the contracted work with additional alternates to be completed within the contract term.
The Project includes the following Work:
Comprehensive infrastructure improvements aimed at enhancing the utility, drainage, and road conditions in the Silver Hill Road Neighborhood that includes Silver Hill Road. Installation of 2,450 LF of 8” diameter water main, 2,600 LF of road rehabilitation and water quality improvements on Silver Hill Road.
QUALIFICATIONS AND BIDDING
MassDOT prequalification of contractors with the class of work as, (Sewer and Water, or Highway-Construction), for the project with an estimated value of $1,950,000.00 will be required. An award will not be made to a Contractor who is not pre-qualified by the Department prior to the opening of Proposals

An optional Pre-bid Meeting will be held at 3:00 PM on June 26, 2025, in the Engineering Division Conference room at Concord Public Works, 133 Keyes Road, Concord MA. The meeting will be followed by a site walk if necessary.
No bidder will be considered if they are indebted to the Town of Concord, Massachusetts, for any unresolved issues regarding unpaid invoices issued by the Town of Concord, or any services and materials owed to the Town of Concord.
The bidding and award of this contract will be under provisions of M.G.L. Chapter 30, Section 39M. The Town of Concord reserves the right to reject any and all Bids or parts thereof, to waive any irregularity in the Bids received, and to accept the Bid or parts thereof deemed to be most favorable to the best interest of the Town.
Prevailing Wage Rates as determined by the Division of Occupational Safety under the provisions of M.G.L Chapter 149, Sections 26 and 27D, as amended, apply to this project. It is a responsibility of the contractor to obtain, as necessary, any pertinent information on Prevailing Wages for workers employed for the proposed work under this contract.
Concord Public Works (CPW) reserves the right to phase work based on school zones, other municipal projects within the area or other restrictions that may affect when a street can be resurfaced. During the contract period, streets may be added and/or deleted based on available funding and the immediate needs of the Town. A bid bond, cash, or certified check of five (5) percent of the value of the bid is required with the submitted bid.
