Combined Synopsis-Solicitation for Pyrogenic Carbon Analyses

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, dated 01/17/2025. All interested parties must be actively registered in the System for Award Management (SAM) at the time of submitting a quote to be considered for an award of a federal purchase order. For information, review the SAM website at https://www.SAM.gov.

The U.S. Geological Survey (USGS) requires analysis of pyrogenic carbon in ash, soil, and sediment samples collected from areas variably affected by wildfire in accordance with the statement of work, provisions, and clauses attached. Approximately 200 samples need analysis. The samples were collected during 2021-2023 and have been prepared for analysis by drying and sieving to less than 0.063 millimeters. Analyses of pyrogenic carbon concentration are needed by June 30, 2025.

Firm, fixed price purchase order is planned. This is business opportunity is unrestricted; evaluation method is trade-offs, below.

Estimated Period of Performance: 03/17/2025 - 06/30/2025

Responses will be evaluated as trade-offs for the following factors:
Price
Technical capability/skill- include sufficient technical description/approach to meeting requirement, reference materials based on burned organic material need to show a high percentage of pyrogenic carbon; demonstration of methods for quality assurance (QA)/quality control (QM).
Experience- include experience demonstrating technical capability/skill above.
Past Performance- include references from previous work.

It is the responsibility of the contractor to submit enough information to allow meaningful evaluation in each area described above. Failure to do so will negatively impact evaluation.

Please submit the following along with your firm, fixed price:

1. Signed standard form (SF) 18
2. SAM UEI#
3. Technical quote and price quote to be submitted as separate attachments.

It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation. All amendments must be signed and included when the quote is submitted.

Quotations shall only be accepted by email to jongjoco@usgs.gov no later than 03/11/2025 at 1500 hours Eastern. Hardcopy shall not be accepted nor considered.
