SOURCES SOUGHT SYNOPSIS



Centers for Disease Control is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Dose Reconstruction and Related Activities to Support NIOSH's Responsibilities under the Energy Employees Occupational Illness Compensation Act (EEOICPA). The result of this market research will contribute to determining the method of acquisition. The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 541990 – All Other Professional and Technical Services.





There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.





If your organization has the potential capacity to perform these contract services, please provide the following information:




  1. organization name, address, email address, website address, telephone number, Unique Entity Identifier (UEI) Number, and size and type of ownership for the organization; and

  2. tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements.

  3. Responses to the questions contained in this Sources Sought post.





The government will evaluate market information to ascertain potential market capacity to:




  1. provide services consistent in scope and scale with those described in this notice and otherwise anticipated;

  2. secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;

  3. implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation.





Responses to this sources sought must include answers to the following:




  1. Does the draft Performance Work Statement (PWS) contain information that would enable you to adequately respond to a RFP?

  2. The Government anticipates the award of a Cost-Reimbursable contract. Please confirm the understanding that invoices are billed in arrears, with payment being 30-60 days after performance for the billing period.

  3. Does your company have experience performing Dose Reconstructions and the capability to evaluate Special Exposure Cohort petitions under the EEOICPA regulations? If so, please provide a brief summary of the experience in no more than 5 pages.

  4. Does your company possess the expertise/staff in place to ensure a successful contract transition and be fully performing the requirement by the start date of the contract?

  5. Will you need to subcontract out areas of the Performance Work Statement?

    1. Will your company be able to perform at least 51% of the effort, in house?

    2. If so, please identify which tasks as outlined in the PWS.



  6. Does your company have the capability to attain professionally qualified Health Physicists with experience performing occupational radiation dose reconstructions for employees within the Dept of Energy complex?

    1. Please provide an estimated number of qualified Health Physicists that will be available upon award of the contract.



  7. Please confirm if your company can provide a workforce with DOE Q Level Security Clearances within 6-months of the award to perform multiple on-site activities simultaneously (i.e., data reviews, data captures, interviews, etc.)?

  8. Does your company have the capability and capacity to deliver a copy of all data produced by the contractor upon request?

  9. Does your company have infrastructure in place to protect sensitive or confidential information (i.e., medical records, SSN, DOB, etc.)?





Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses or procured through full and open competition. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.
