THIS IS THE SOLICITATION NOTICE for Uniform, Equipment Issue, and Laundry Services for The Federal Law Enforcement Training Centers (FLETC) in Glynco, GA. Services include, but are not limited to providing the management, supervision, all personnel, equipment, tools, materials, and other items and services necessary to provide support for the operation of the Uniform & Equipment Issue, and Laundry (UEL) Support Services at the FLETC Glynco, Georgia facility. The contractor shall perform in accordance with the standards of the Performance Work Statement. The contractor shall manage the total work effort associated with the operations and all other services required herein to assure fully adequate and timely completion of these services. Included in this function is a full range of management duties including, but not limited to, planning, scheduling, inventory management, report preparation, establishing and maintaining records, and quality control. The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. The contractor shall have inventory management expertise to include daily warehouse managing, daily accurate inventory control, daily accurate inventory tracking, and the capability to manage, edit and update the established electronic inventory program to ensure the Government is provided with the most up-to-date inventory information immediately when requested. The resultant contract will be a Firm-Fixed Price Contract.
The resultant contract will have a period of performance which includes a Phase-in period, Base Year, Four (4) Option Years, and a Phase-out period. Please review the SF 1449 Schedule of Supplies/Services block #20, and Section B (page 20) for details on the period of performance.
This is a two (2) phase solicitation, which will be awarded to the offeror responsible whose offer conforming to the solicitation will be of the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Phase 1: Factor 1 – Written Submission of Experience
Phase 2: Factor 2 – Management and Technological Approach
Factor 3 – Past Performance Evaluations
Factor 4 – Price

All proposal clarifications/questions shall be sent to the Contracting Officer, via email address provided herein, by August 22, 2025, no later than 2:00 PM ET. No questions will be accepted after this deadline.
Offeror’s Phase 1 proposal shall be emailed to the Contracting Officer at Gregory.Hodgson@fletc.dhs.gov by August 29, 2025, no later than 4:00 PM ET.
The Contracting Officer will send an acknowledgement receipt of the offeror’s proposal.
