The Naval Air Systems Command (NAVAIR), on the behalf of the Commander, Fleet Readiness Center (COMFRC), intends to issue a firm fixed price (FFP) non-commercial contract on a sole source basis to Surmet Corporation, (CAGE: 1J2V3), Burlington, MA, for the purchase of two (2) Aluminum Oxynitride (ALON) Sensor Windows, NAICS: 336419 - Other Guided Missile and Space Vehicle Parts, PSC: 4931 - Fire Control Maintenance And Repair Shop Specialized Equipment. The contract will have anticipated delivery date on 365 after contract award.
The place of performance will be at the Fleet Readiness Center Southeast (FRCSE), Naval Air Station in Jacksonville, FL. ALON material is proprietary to Surmet, Burlington, MA, but the design and specs of the window is proprietary to Raytheon drawings (6661291) (distribution statement D). The Contractor shall manufacture, test, and deliver to FRCSE, two (2) ALON Sensor Windows in accordance with Raytheon Drawing 6661291 (distribution statement D). Note: Distribution D: Distribution authorized to the Department of Defense and U.S. DoD contractors only. Other requests for this document must be referred to ASC/WIIE. 2640 Loop Road East, BLDG 7, WPAFB, OH 45433-7106.
The proposed contract action is for a product purchase for which the Government intends to issue a firm fixed price (FFP) non-commercial contract with PSC: 4931 - Fire Control Maintenance And Repair Shop Specialized Equipment, NAICS: 336419 - Other Guided Missile and Space Vehicle Parts on a sole source basis, per 10 U.S.C. 3204(a)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements.”, as implemented by FAR 6.302-1.
Note: Interested vendors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the work listed requires a substantial initial investment. However, any capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
