1. Purpose and Overview
This package documents the Lauderdale County School District's ('District') procurement of a districtwide intercom / classroom
communication and notification system for four (4) campuses: Northeast Lauderdale Elementary School, Northeast Lauderdale High
School, Southeast Lauderdale Middle School, and West Lauderdale Elementary School (collectively, the 'Project'). The equipment
specified is manufactured by Valcom, Inc., for compatibility with the District's existing district-wide Valcom infrastructure, as
described in Section 2 below.
The combined scope of the Project across all four campuses is expected to exceed the $75,000 threshold established in Miss. Code
Ann. 31-7-13 for public advertisement and competitive sealed bidding. Because the District has confirmed that multiple authorized
Valcom dealers and qualified low-voltage contractors serve this area, this Project will be procured through formal advertised
competitive sealed bidding, open to any qualified bidder who can supply and install the specified equipment - not sole-sourced to a
single vendor.
2. Basis for Equipment Brand Specification
Basis:
The bid specifications in Section 5 require Valcom-brand equipment (including the VE6090-1 Communication/Notification
Controller, VE8092 IP Interactive Console, and associated IP speakers, horns, and call switches) because this equipment must be
compatible and interoperable with the intercom/classroom communication and notification system already installed and in service
district-wide within the Lauderdale County School District. Standardizing on the same Valcom platform preserves compatibility with
the District's existing head-end controllers, licensing, and administrative/paging software across campuses, and avoids introducing a
second, incompatible system that would require separate management, staff training, and spare-parts inventory.
Basis of Estimate:
The itemized specifications and quantities in Section 5 are based on a site-specific equipment schedule prepared for the District (dated
as noted per campus). Bidders are responsible for independently verifying quantities and field conditions and may note exceptions in
their bid.
3. Notice to Bidders (Legal Advertisement)
[The following notice is intended for publication once each week for two (2) consecutive weeks in a regular newspaper of general
circulation in Lauderdale County, Mississippi, per Miss. Code Ann. 31-7-13.]
NOTICE TO BIDDERS
The Lauderdale County School District will receive sealed and electronic bids for the purchase and installation of an intercom /
classroom communication and notification system at Northeast Lauderdale Elementary School, Northeast Lauderdale High School,
Southeast Lauderdale Middle School, and West Lauderdale Elementary School, until 10:00 A.M. on October 29, 2026, at which time
bids will be publicly opened, read aloud, and taken under advisement at the District's Central Service Office, 301 46th Court,
Meridian, Mississippi.
Bid specifications and instructions to bidders may be obtained via the following web address:

documents in person at the Central Service Office of the Lauderdale County School District beginning September 30, 2026 located at
301 46th Ct. Meridian, MS 39305.
Equipment specified is Valcom-brand, required for compatibility with the District's existing district-wide Valcom intercom
infrastructure. Bids will be received from any qualified bidder able to supply and install the specified equipment.
Each bid must be accompanied by a bid bond in the amount of five percent (5%) of the bid price. The successful bidder will be
required to furnish 100% performance and payment bonds prior to execution of the contract.
Bidders must hold a Certificate of Responsibility to comply with Sections 31-3-1 through 31-3-23 Mississippi Code of 1972 and
amendments thereto. As per section 31-3-21, all bids submitted for public projects where said bid is in excess of $50,000 shall contain
on the outside of the envelope and/or Subject Line of Electronic Bids, the "contractor's current certificate of responsibility number".

No bid shall be opened unless such certificate number appears on the envelope and/or Subject Line of Electronic Bid or unless there
appears a statement on the outside of the envelope and/or Subject Line of Electronic Bid to the effect that bid enclosed therewith did
not exceed $50,000.
Sealed bids must be submitted on the bid proposal forms provided (Section 6) and enclosed in a sealed envelope clearly marked in the
lower left-hand corner with the following information:

Electronic bids must be submitted through the website https://www.centralauctionhouse.com/login.php.
The District reserves the right to reject any and all bids and to waive informalities. The District does not discriminate on the basis of

4. Instructions to Bidders
1. Eligible Bidders. Any qualified low-voltage/communications contractor able to supply genuine Valcom equipment as
specified in Section 5 and perform the associated installation may submit a bid. Bidders are not required to be an authorized
Valcom dealer, but must demonstrate the ability to procure the specified equipment with full manufacturer warranty support.
2. Bid Submission. Bids may be submitted either in sealed paper form or electronically. Paper bids must be submitted on the
Bid Proposal Form(s) in Section 6, signed by an authorized representative of the bidder, enclosed in a sealed envelope
marked "BID 27-1458 - INTERCOM PROJECT 2026 - DO NOT OPEN," and received at the location specified in the
Notice to Bidders before the bid deadline.
Electronic bids must be submitted through Central Bidding at https://www.centralauctionhouse.com in accordance with the
electronic bidding instructions provided on that site. Electronic bids must include the completed Bid Proposal Form(s),
required bid security, and all other required bid documents.
All sealed and electronic bids must be received no later than 10:00 A.M. on October 29, 2026. Late bids, whether submitted
in paper or electronic form, will not be considered.
3. Bid Bond. Each bid must be accompanied by a bid bond in an amount equal to five percent (5%) of the bidder's total bid
amount for all campuses included in the bid. One bid bond covering the total bid amount is sufficient. Bids submitted without
the required bid security will be rejected as non-responsive.
4. Certificate of Responsibility. Bidders shall hold a valid Certificate of Responsibility issued by the Mississippi State Board of
Contractors (MSBOC) and be properly licensed for the work required, including Communication Systems, Low Voltage
Electrical, or an applicable major classification authorizing such work. For bids exceeding $50,000, the bidder's current
Certificate of Responsibility number shall be clearly shown on the outside of the sealed bid envelope and included with any
electronic bid submission, as applicable.
5. Performance and Payment Bonds. The bidder to whom the contract is awarded shall furnish a performance bond and a
payment bond, each in an amount equal to one hundred percent (100%) of the contract price, on forms acceptable to the
District, prior to execution of the contract, in accordance with Miss. Code Ann. 31-5-51.
6. Insurance. The successful bidder shall provide a current Certificate of Liability Insurance meeting the District's insurance
requirements prior to commencement of work.
7. Bidders may bid on one, some, or all four campuses; the District reserves the right to award by campus, in any combination,
or as a single award, whichever is in the District's best interest.

8. Lowest and Best Bid. Award will be made to the lowest and best bidder(s) as determined by the Board, per Miss. Code Ann.
31-7-13. Freight and shipping charges are included in the bid price for purposes of comparing bids. If the Board selects
other than the lowest dollar bid, the reasons will be documented in the Board minutes.
9. Site Visits. Bidders are encouraged to visit each campus prior to submitting a bid to verify field conditions. Please contact
Russell Keene, rkeene@lauderdale.k12.ms.us, in the Transportation Department to set up a mutually convenient time for you
to inspect the items between September 30, 2026 thru October 23, 2026 between the hours of 9:00AM-2:00PM M-F.

10. Questions. All questions regarding these specifications must be submitted in writing to Russell Keene, Transportation/Safety
Director at rkeene@lauderdale.k12.ms.us no later than October 23, 2026. Answers will be issued in writing to all prospective
bidders.
11. Right to Reject. The District reserves the right to reject any and all bids, to waive informalities, and to re-advertise, if doing
so is in the District's best interest.
5. Bid Specifications - Scope of Work and Itemized Schedule
The following schedules itemize the Valcom equipment, cabling infrastructure, and labor required at each campus, based on a site-
specific equipment schedule prepared for the District. All equipment is IP-based and shall integrate with a head-end Valcom VE6090-
1 Communication/Notification Controller at each campus. Installation includes low-voltage cabling, testing/certification, rack
installation, and mounting/termination of all speakers, horns, and call switches. Bidders shall bid a firm lump-sum price for each
campus on the corresponding Bid Proposal Form in Section 6, supported by the bidder's own itemized unit pricing.

campuses (see Instructions to Bidders, Section 4).
