2026 GENERAL ENGINEERING SERVICES

The Mayor’s Office of Capital Projects, Division of Engineering and Construction, is seeking proposals from qualified consultants to supplement the City of Cleveland’s staff and provide General Engineering Services for a period of two (2) years or until allocated funds are exhausted. The scope of work may include materials testing, bridge design and inspection, retaining wall design and inspection, slope stabilization, basic traffic signal design, preliminary engineering tasks, environmental services, right‑of‑way plan development and acquisition, bicycle and pedestrian facility design, and roadway design.

To successfully support these responsibilities and ensure compliance with City standards, additional professional staffing will be required. Positions may include ODOT‑prequalified personnel, such as Geotechnical Engineering (all categories), Right‑of‑Way Plan Development and Acquisition (all, including SUL), Environmental Services (all), Roadway Engineering (Noncomplex Highway, Complex Highway, Safety Study, Bicycle Facilities & Enhancement Design, Interchange Operations IOS/IMS/IJS), Basic Traffic Signal Design, Surveying, Bridge Level 2, Bridge Inspection – Minor and Major, Moveable Bridge Engineering (including mechanical and electrical expertise), and Certified Arborist services.

No pre‑proposal meeting will be held. Written questions may be submitted until July 15, 2026, at 5:00 p.m. An addendum containing all questions and responses will be posted by the close of business on July 22, 2026. Proposals are due July 29, 2026, by noon. All questions must be submitted online through the Questions tab associated with this RFP.
