Introduction
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located
at 700 24th Avenue. This City of Rock Island property will be undergoing rehabilitation using Illinois
Housing Development Authority funds to ameliorate deteriorating and deteriorated conditions. All work
shall be subject to IDHA
and Environmental Protection Agency (EPA) regulations. Contractors who are interested in this project
will need to schedule a site visit with the Alan Holland @309-721-1382, prior to submitting the bid.
Sealed bids must be received on or before July 10th at 2p.m . They shall be addressed and marked as
follows.

Bids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be opened
on 7/10/2026 by 2p.m. at City Hall in the CED Department offices. Contractors who have submitted bids
may attend but are not required to do so. A bid tabulation shall be posted online afterward. All
questions shall be directed to the Construction Officer at 309-732-2906.
Scope of Work
The bidder shall submit a project plan using the design standards below that is in compliance with all
applicable IDHA, EPA, and State of Illinois regulations as well as all local building and zoning codes. The
plan must include a clear project timeline and budget with line item costs. The contractor shall act as the
general contractor for the project using subcontractors as required. Subcontractors that will be required
should be clearly identified in the project plan.
Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all
project objectives. The contractor shall have 30 days to complete the work from the date of contract
signing. Change work orders over the course of the project are strongly discouraged.
The furnace was replaced in 2021. Remove the existing AC unit on the exterior. Install new
unit that meets the required tonnage per square foot of the house and is directly compatible with the
A coil and new furnace. Remove and replace the line set from the furnace to the compressor outside.
Possibility of minor modifications to the existing coil and the plenum. Make sure to patch any holes or
openings on the plenum and exterior with approved methods. The existing lines are running through
the block foundation. Patch the hole in the block with Hydraulic cement and run the new lines
through the box and siding.
Electrical service will need to be dropped in order to replace a new mast on the exterior,
pipped to a new exterior meter socket with external disconnect. The existing panel on the inside will
remain intact and be fed by the new meter on the exterior. Ceiling fan with lights will need to be
installed in the three bedrooms on first floor and one in the kitchen. Remove and dispose of the old
units. Preferred not to have remotes to these fixtures rather to have pull chains. Install smoker/co2
detectors with a lithium 10-year battery outside the sleeping rooms and near the gas fired appliances
in the basement.
The last part of this scope is carpentry. I have included a cabinet layout using in stock
Concepts Butt Door white cabinets from Menards. Remove all wall and base cabinets, Counter top
and the hood over the range. The range and fridge will remain for this project. Install wall cabinets
and base cabinets to studs in the wall. The existing power for the range will need to be installed into a
wall receptacle box in the location of the wall 30/15 cabinet. There will need to have a receptacle
installed with plate cover. Purchase a new microwave/vent for over the range. Install it to
manufactured specks. These products usually will need to reverse the fan motor to indirect venting
back into the kitchen through the filters. Install toe kicks, scribe moldings, and choice of door and
drawer hardware. Microwave allowance for the unit is $400. Hardware allowance installed is $500.
Doors and drawers shall be adjusted and lined up throughout the kitchen. Install a laminate, no drip
countertop to fit tight to the kitchen walls with overhang on the fronts. Caulk the countertop to the
walls after completion with kitchen caulk. Install new stainless two well 33” sink in the sink base. This
shall be set in silicone. Install a 3-hole delta faucet with sprayer. Allowance for this fixture is $400.
Install new flooring in the kitchen/dining and stair landing using water proof vinyl plank flooring.
Remove the basement stairs and landing. Reinstall new landing to code and stairs using 1 ¼” pressed
treads with nosing and ¾ A/C plywood for the risers. The landing shall be 2x6 joist with ¾” OSB or
plywood. The stairs will be built that they can be painted or stained by the homeowner. The landing
will get flooring. Replace the front door and side entry doors and storms. The doors shall be new pre-
hung steel or fiberglass slabs, double bore, adjustable thresholds. Doors shall be insulated, shimmed,
& matching keyed locksets and single cylinder deadbolts. The screen doors will be self-storing screens
and glass in white aluminum. The homeowner may choose in-stock counter color for the countertop.
The homeowner will choose the cabinet hardware with in the allowance. Finally remove the windows
from the three bedrooms and replace with new vinyl double hung low E half screen units. These units
must meet the IL2021 Energy code. Windows sashes shall tilt in and have the required child safety
sash locks. Replace stops and wrap exterior with new white break metal. Caulk with Quad white on
the exterior. Install shims and insulation as directed manufactures instructions. There is 6 windows in
total 2 per room. Permits are required before work begins.
Bidder Qualifications & Requirements
1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.
2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting
all local, state, and federal requirements to perform requested work.
3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation
Insurances and name the City of Rock Island as a Certificate Holder.
4. Bidders must own or be able to rent sufficient equipment to complete the work.
5. Contractor maybe required to supply additional plans or stamped drawings for a plan review. Which maybe
need to obtain a building permit. Which maybe need to obtain a building permit.
Preparation of Bid
Each bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearly
labeled with “ENCLOSED: “700 24th Avenue bid.” The bid must clearly address all requirements as
described above. The cost of the work must be separated into line items with individual costs in addition
to providing a total project cost. Labor costs and material costs must be clearly delineated. The company
name, federal tax ID number, Duns number, contact person, email, phone number, and a date with
signature are all required as well.
Awarding Contracts
The contract shall be awarded once sealed bids are summited by the deadline and IDHA has approved
the scope of work with the selected bidder’s proposal. The lowest bid shall not automatically
guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience,
previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors,
equipment owned, equipment rented, operator experience, and financial stability. The City at its sole
discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All
bidding and award procedures undertaken by the City in regard to this project shall be consistent with
the City’s adopted procurement procedures.
Submitted bid prices shall remain valid for 60 days after bid opening.
Bidder Responsibility
Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions
relating to the site, the scope of work, any current EPA and IDHA regulations pertaining to the work, and
restrictions associated with acceptable execution of requested work. Failure or omission of the bidder to
acquaint themselves with site conditions shall in no way relieve them of any obligation with respect to
their bid or subsequent contract.
Federal, State, and Local Reporting Compliance
The contractor shall provide financial and programmatic information as required by the City of Rock
Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also
adhere to all applicable Federal, State and local regulations including but not limited to the following.

• US Environmental Protection Agency (EPA): 40 CFR 745
• US Occupational Safety and Health Administration (OSHA): 29 CFR 1926
