MANDATORY LETTER OF INTENT:
Respondents must submit a Letter of Intent (LOI) to respond to this RFQ no later than 12:00 p.m.
CST, July 22, 2026, to MDAproposals@mississippi.org. Respondents who do not submit an LOI
will be disqualified from responding to the RFQ.

EXECUTIVE SUMMARY
MDA is in receipt of a Community Development Block Grant – Disaster Recovery (CDBG-DR)
allocation from the United States Department of Housing and Urban Development (HUD) to aid
in recovery from federally declared disaster events. MDA is requesting qualifications from highly
qualified residential construction contractors to comprise a pool of as many as four (4) residential
construction general contractors who may be contracted to perform rehabilitation and
reconstruction of single-family residential stick built structures and repair of manufactured housing
units (MHUs) in compliance with local, federal and state statutory requirements for grants under
the CDBG-DR grant for the State of Mississippi for the Homeowner Rehabilitation and
Reconstruction Program (”Program”) and any future housing programs within the contract period.
The program intends to offer standard floor plans to each applicant who qualifies for a
reconstruction award. Standard floor plans will be offered in 2- and 3-bedroom configurations. All
floor plans include one bathroom. The floor plans will also include a safe room to be attached to
the exterior of the home. Xactimate was used to determine base plan costs for each program
standard house plan and will remain firm throughout the life of the Program. Site specific costs
associated with delivery of a reconstruction project must be priced via Xactimate and submitted
by the awarded contractor(s) for review and approval by MDA.
Rehabilitation project types will be scoped using the statement of probable cost for eligible repairs
as the base. Site specific or costs in addition to those captured in the statement of probable cost
must be priced in Xactimate and submitted by the awarded contractor(s) for review and approval
by MDA. Rehabilitation projects will also include a safe room to be attached to the exterior of the
home. Xactimate was used to determine the cost of adding a safe room and will remain firm
throughout the life of the Program.
Change orders for all project types must be prepared in Xactimate. All change orders and site-
specific costs are subject to the review and approval of MDA or its designee. Scope items are not
authorized without approval from MDA or its designee.
The base plan costs as well as the safe rooms costs presented herein include 25% overhead and
profit, and any site-specific costs and change orders will also include 25% overhead and profit.
DEFINITIONS
A. ACTION PLAN: refers to MDA’s plan for expending CDBG-DR funds allocated by the U.S.

B. AFFILIATE: means any individual or entity that, directly or indirectly, is in control of, is
controlled by, or is under common control with, Respondent. Respondent shall be deemed to
control another entity if it can directly or indirectly direct or cause the direction of the

management and policies of the other entity, whether through the ownership of voting
securities, membership interests, by contract or otherwise.
C. CDBG-DR: means the Community Development Block Grant Disaster Recovery funds,
appropriated by Congress under the Community Development Block Grant program,
authorized under Title I of the Housing and Community Development Act of 1974, as
amended.
D. CFR: means the Code of Federal Regulations (CFR), the codification of the general and
permanent rules and regulations (sometimes called administrative laws) published in the
Federal Register by the executive departments and agencies of the federal government of the
United States.
E. CONTRACTOR (“General Contractor” or ”GC”): means the Respondent(s) awarded a
contract under this Solicitation.
F. DUPLICATION OF BENEFITS (DOB) GAP: A DOB Gap is the total amount of
excludable and non-excludable benefits received, less the dollar amount of excluded benefits
(excludable benefits). If the amount of previous assistance received minus excludable benefits
is greater than $0.00, that creates a DOB Gap. If the DOB analysis reveals that a DOB Gap
exists, the DOB gap must be satisfied (reduced to zero) prior to the execution of a Homeowner
Grant Agreement.
G. ELEVATION STANDARDS: means elevation standards under 24 CFR Part 55, which
currently applies to structures in a FFRMS floodplain, or in accordance with local code or other
adoption measures if it gives a flood elevation equal or higher than the federal standard.
H. FFRMS: means the floodplain as defined by Executive Order 13690 and the Guidelines for
Implementing Executive Order 11988, Floodplain Management, and Executive Order 13690,
Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting
and Considering Stakeholder Input and further described as applied to HUD-assisted activities
by 24 CFR 55.7, and identified during the environmental review.
I. HRRP: means the Mississippi Homeowner Rehabilitation and Reconstruction Program.
J. HUD: means the U.S. Department of Housing and Urban Development.
K. NOTICE TO PROCEED (NTP): means written notice provided by the Program to begin
construction of a Project.
L. PROGRAM: refers to the Mississippi Housing Recovery Program

M. PROJECT: means the rehabilitation or reconstruction of stick-built homes, or MHU repair, of
a specified residential structure for the HUD disaster recovery grant program for a specific
disaster.
INSTRUCTIONS TO RESPONDENTS
1. SUBMISSION
Responses shall be submitted no later than 12:00 pm CST, July 31, 2026, by mail or hand-
delivery and labeled as :

The Respondent’s Certificate of Responsibility (COR) Number must be contained on
the outside of the Response in accordance with Miss. Code Ann. §31-3-21. Responses
without a COR number appearing on the outside will not be opened.
Nonresident Contractors must include a copy of the Contractor’s current preference law,
if any, pertaining to such state’s treatment of Nonresident Contractors in accordance with
Miss. Code. Ann. § 31-3-21(3). Submissions by Nonresident Contractors which do not
include the state’s current law shall be rejected and not considered for award.
A bid bond must be included with the Response in the amount of $700,000.00.
MDA shall not be responsible for delays in the submission of any Response caused by any
occurrence, whether within or outside the control of the Respondent. The Response
Deadline shall be strictly applied and any Response submitted after the Response Deadline
will be deemed nonresponsive. It is the sole responsibility of the Respondent to ensure its
Response is received by MDA by the Response Deadline.
Respondents may submit Responses any time prior to the Response Deadline, however,
Responses shall not be opened or reviewed by MDA until after the Response Deadline.
A Submission of a Response to this RFQ constitutes the acceptance of all terms and
conditions contained in the RFQ, its exhibits and any amendments.
