The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price Purchase Order to Mayo Collaborative Services Inc. under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The National Institutes of Health (NIH), intends to solicit and negotiate on a sole-source basis with Mayo Collaborative Services Inc. for the acquisition of Specialized Clinical Laboratory Testing Services.
Mayo Collaborative Services, Inc. is the only source that can provide the required combination of specialized testing capabilities, established diagnostic methodologies, expert clinical interpretation, consultation, and coordinated follow-up testing as an integrated service.
No alternative commercially available system provides the specific combination of capabilities.
This notice is not a request for competitive quotations. However, any responsible source, including small business concerns (e.g., 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Women-Owned Small Business, and Small Disadvantaged Business), that believes it can satisfy the Government's requirement may submit a capability statement demonstrating its ability to provide a product that meets the Government's minimum technical requirements. Capability statements must include sufficient documentation to establish the ability to furnish an equivalent system.
A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Responses must be submitted via email to vensonm@mail.nih.gov no later than 9:00 a.m. EDT on September 17, 2026. It is anticipated that an award will be issued approximately five (5) days after the closing date of this notice, provided no acceptable capability statements are received.
