The City of Villa Rica Development Services Department is seeking sealed bids for the
restoration of the interior plaster walls. This work will be performed at 206 North Avenue,
Villa Rica, Ga 30180. All bids must be received no later than 10am on Friday, September
25th. There is a mandatory site visit that shall be scheduled prior to acceptance of any
bid.
No late proposals will be accepted.

1.1 Consideration:
In determining the lowest responsive and responsible bidder, in addition
to price, the following shall also be considered:
1. The ability, capacity and skill of the bidder to perform the contract.
2. The character, integrity, reputation, judgment, experience and
efficiency of the contractor.
3. The quality of performance on previous contracts. Photos or evidence of previous work
shall be submitted for review.
1.2 Building and condition details:
The City of Villa Rica purchased this building a couple of years ago. There has been
environmental testing done that resulted in no hazardous material in the plastered walls. The
building suffered water intrusion for many years causing damage to the plaster walls and base
board. City staff will remove all base board prior to plaster work commencing. There are a few
areas where the plaster is loose with potential for detachment from wall. There are also areas
where plaster has been completed removed.
1.3 SCHEDULE OF EVENTS
This Request for Proposal will be governed by the following schedule:
Release of RFP September 9th, 2026
Mandatory Site Inspection Between Sept. 9th and Sept. 17th, 2026
Deadline for Written Questions September 18th, 2026
Responses to Questions Posted on Website September 21st, 2026
Proposals are Due by 10:00 AM September 25th , 2026
Bid Opening at 10:00 AM September 25th , 2026
1.4 Scope of Work:
* Contractor shall make a site visit so that full knowledge of the condition is learned and
noted. Scheduling shall be made with Nic Griffin @470-725-2701.
* Contractor shall remove any loose or potentially failing plaster inside the Chapel.
* Contractor shall repair and mitigate damages from age, water, and building use.
* City staff are requiring a full skim coat and seal of plaster after all damages have been
corrected.

Contractor will not be responsible for the following:
Painting

Installation of baseboard
o
Caulking
o
Ceiling work

1.4 Special Instructions
All parties interested in acquiring this contract with the City of Villa Rica's Building
Development Department shall submit one copy of the proposal package to meet the
requirements below:
1. All bids must be labeled "City of Villa Rica Proposal Number 26-002BD".
2. Bidders must be properly licensed and secure necessary permits wherever applicable.
3. Complete Mandatory Bid Submittal Form
4. Complete City of Villa Rica vendor information packet, if not currently a vendor.

5. Preservation of Rights: The owner reserves the right to reject any and/or all bids and
waive all minor technicalities, informalities and irregularities. The owner reserves the
right to accept the bid, which in the judgment of the Owner, is in their best interest.
6. The City of Villa Rica is the sole determiner for a qualified bidder and may request
other information sufficient to determine bidder's ability to meet these minimum
standards listed above. Request for information contained in this section may also
occur at any time during the effective period of this Contract, or any
extension/renewal thereof.

8. Termination of Contract: The City of Villa Rica may, at any time they deem
necessary, terminate this agreement with thirty (30) calendar days' written notice.
9. Freight Terms: Unless otherwise noted, all freight and shipping must be prepaid. All
freight charges must be included in prices submitted in the proposal.
10. Discounts: Any discounts allowed prompt payment, etc., must be noted and
reflected in bid figures and not entered as separate pricing on the proposal form.
