Election Modernization and Absentee Voting Feasibility Consulting Services

The City of Gaithersburg is seeking qualified consulting services to evaluate, develop, and support the implementation of an absentee voting model for future City elections. The City currently administers municipal elections through a hybrid voting model and is seeking a comprehensive analysis of voter participation, operational impacts, costs, accessibility considerations, and voter engagement strategies associated with transitioning to an absentee voting system.

The selected Consultant shall evaluate historical election data, voter behavior patterns, operational requirements, technology needs, accessibility considerations, and public confidence factors to provide recommendations and implementation guidance for a successful transition to an absentee voting election model.

The selected Consultant shall provide a data-driven, nonpartisan approach focused on improving voter participation, maintaining election integrity, increasing accessibility, and ensuring a transparent and trusted process for the City’s November 2027 municipal election.

The total budget for the work to be performed under this contract is not to exceed $50,000.
