NOTICE TO BIDDERS
READVERTISEMENT
The City of Monroe will receive bids for CITY OF MONROE INDUSTRIAL PARK 3 SITE WORK
until 9:00 a. m., Wednesday, September 23, 2026 in the City Hall Conference Room, 300 West Crowell
Street, Monroe, North Carolina 28112, when all bids will be publicly opened and read aloud. Mailed bids
should be sent to City of Monroe, Engineering Department, P.O. Box 69, Monroe, NC 28111-0069.
Bids are invited on work consisting of all work necessary for the construction of improvements
including, but not limited to, clearing & grubbing, demolition of existing structures, installation of
erosion control measures including basins, stockpiling material on site and other miscellaneous
related items as outlined in the plans and specifications.
Bidding Documents may be viewed and ordered online by registering with Duncan Parnell
via their bid room https://bidroom.duncan-parnell.com/. Registration with Duncan Parnell
is required to obtain the bid documents and be added to the official Plan Holder's List.
Addenda notification will be sent to those buying full sets from Duncan Parnell via their
bid room. The cost of bid documents and shipping is non-refundable. Neither OWNER,
ARCHITECT nor ENGINEER will be responsible for copies of the bid documents obtained
from sources other than from Duncan Parnell. If you need any assistance ordering or

This is a formal bid. A bid security in the amount of five percent (5%) of the contract sum shall be submitted
with each bid. The bid security shall be in the form of a Cashier's Check or a Certified Check on a bank or
trust company insured by the Federal Deposit Insurance Corporation made payable to the order of the City
of Monroe. In lieu of a Cashier's Check or a Certified Check, the bidder may submit cash or a bid bond
executed by a Corporate Surety licensed in North Carolina to execute such bonds.
All bidders are hereby notified that they must have proper licenses as required by State law at the time of
submittal of bids. Bids may be held by the City of Monroe for a period not to exceed sixty (60) days from
the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of
bidders, prior to awarding of the Contract. The City reserves the right to reject any or all bids and to waive
any informality in the bidding.
Please only submit the Proposal Sheet, Itemized Proposal, Special Notice Concerning the Select Site
Readiness Erosion Control Plan Site Work, Signature Sheet, Prequalification Certification, Bidder
Qualification Questionnaire and Bid Bond at the bid opening. All bids must be in a sealed envelope
clearly stamped or marked "CITY OF MONROE INDUSTRIAL PARK 3 SITE WORK" DO NOT OPEN
UNTIL 9:00 A.M., Wednesday, September 23, 2026." All bids must be received by 9:00 a.m., Wednesday,
September 23, 2026
