Project Scope
  • Installation of curb cuts and handicap-accessible ramps along Hepburn Street in the Borough of Milton.

Bid Security Requirements
  • 10% of total bid amount required as:

    • Certified check or bank draft payable to The Borough of Milton, or

    • Bid Bond from an acceptable surety

  • Must include a completed Non-Collusion Affidavit

Equal Employment Requirements
  • Compliance with Executive Order 11246

    • 6.9% goal for female participation

    • 1% goal for minority participation
      (For contracts exceeding $10,000)

Federal Compliance

This is a federally funded project and requires compliance with several regulations:

MBE/WBE & Section 3 Participation
  • MBE Goal: 5%

  • WBE Goal: 3%
    (For contracts of $25,000 or more)

  • For HUD or CDBG Projects over $200,000:

    • 25% of labor hours must be worked by Section 3 workers

    • 5% must be worked by Targeted Section 3 workers

  • Bidders must submit evidence of outreach and commitments to:

    • Minority Business Enterprises (MBEs)

    • Women Business Enterprises (WBEs)

    • Section 3 business concerns

  • Bid preference may be provided to Section 3 businesses.

Other Requirements
  • Buy America, Build America Act (BABA) compliance required

    • Submit the included BABA certification

  • Davis-Bacon and Related Acts apply

Bid Evaluation
  • Bids may be held for up to 60 days post-opening for review and qualification

  • The Borough of Milton reserves the right to:

    • Reject any or all bids

    • Waive irregularities

    • Negotiate contract amounts
