Pre-Advertisement Notice - Cloud-Based (Saas) Policy Management System

The City of Atlanta, on behalf of the Atlanta Police Department (APD), will shortly undergo a Request for
Proposals (RFP) process for the procurement of a cloud-based Policy Management System. This system will
support agency-wide policy lifecycle management, including creation, review, approval, distribution,
acknowledgment, and archival of policies, forms, and operational documents. The solution must meet CJIS and
CALEA compliance requirements, integrate with existing City systems, and provide secure, scalable, and user-
friendly functionality to support APD operations. Interested vendors must demonstrate experience in delivering
similar cloud-based SaaS solutions for public safety or government agencies, including system implementation,
integration capabilities, and ongoing maintenance and support. Proposers will be required to provide detailed
technical proposals and participate in a virtual demonstration to validate system functionality, workflow
capabilities, reporting features, and overall usability. A Pre-Solicitation Conference will be noticed and held to
