1.0 GENERAL INFORMATION

1.1 Purpose

The Municipality of Anchorage (MOA), Solid Waste Services (SWS) Department,

seeks proposals from qualified firms to provide Operations and Maintenance at Risk

(OMAR) advisory services in support of the planning and design of a Waste-to-

Energy (WTE) facility. The selected OMAR firm will provide operational input and

guidance to inform facility design decisions, with emphasis on long-term operational

success, including operability, safety, maintainability, reliability, and regulatory

compliance. Partnerships/subcontracting arrangements are encouraged where the

combined value of parties involved adds to the total experience and ability of the

proposer; however, MOA will require to engage with a single firm or entity with

business operations in Alaska and an Alaskan registered office.

The selected O&M advisory services provider will function in a “shadow operator”

capacity, offering practical, experience-based input across all aspects of project

development to help ensure the proposed facility is operationally feasible, efficient,

and effective. Services will include, but are not limited to, providing design-phase

operability reviews, operations-driven cost intelligence, advising on operational

logistics and maintenance planning, supporting stakeholder engagement as part of

an integrated project team, and contributing to the development of the facility’s

operations and maintenance approach. The detailed scope of work is outlined in

Section 3.0 of this RFP. The OMAR will collaborate closely with the Municipality, its

Program Management Office (PMO), the design consultant, and its Construction

Manager-at-Risk (CMAR) consultant to support informed decision-making and to

promote cost certainty, constructability, operability, schedule reliability, safety, and

overall project success.

Subject to satisfactory performance during the planning and design phases, the

selected firm may be afforded the opportunity to enter into negotiations with the

Municipality of Anchorage for a future contract to provide operations and

maintenance services for the constructed and commissioned facility. In addition, the

Municipality may consider, at its sole discretion and subject to separate procurement

processes and required approvals, additional commercial arrangements, including a

Power Purchase Agreement, if such arrangements are determined to be in the best

interest of the Municipality.

The issuance of this RFP and receipt of proposals does not obligate the Municipality

of Anchorage to award a contract or to proceed with the Project as currently

contemplated. The Municipality reserves the right, in its sole discretion, to modify the

scope, schedule, or sequencing of the Project, or to delay, suspend, or discontinue

advancement of the Project based on funding availability, regulatory considerations,

policy decisions, or other factors determined to be in the Municipality’s best interest.

In such event, the Municipality shall have no obligation beyond payment for

authorized services satisfactorily performed in accordance with the contract.

1.2 Background

The Municipality of Anchorage (MOA) is evaluating the development of a Waste-to-

Energy (WTE) facility at the Anchorage Regional Landfill (ARL). The facility is

intended to combust municipal solid waste to generate electricity for distribution to

the Alaska Railbelt grid, increasing landfill life and supporting MOA sustainability and

energy resiliency goals. In addition, the WTE complex will utilize biosolids as a fuel

source. A portion of the power generated by the WTE facility will power a

contaminated soils treatment system capable of destroying PFAS and PFOA. The

WTE facility is envisioned to produce approximately 25 MW of electricity utilizing

1000 tons per day of solid waste from the MOA.

The MOA Program Management Office (PMO) has been established to lead the

project’s conceptual planning, design, and permitting efforts. These responsibilities

include siting analyses, waste-shed analysis, waste characterization, preliminary

facility design, environmental permitting, community and stakeholder engagement,

capital and O&M cost and revenue modeling, identification of regulatory and

approval pathways, and development of the overall project schedule. The

program’s objective is to deliver a Waste-to-Energy facility that provides long-term

strategic utility benefits while addressing existing and emerging environmental

liabilities for the Municipality of Anchorage and the State of Alaska.

Given the project’s complexity and the number of external interfaces—including

regional waste supply, environmental permitting, community engagement, and grid

interconnection—early and sustained engagement with an operational partner is

critical. Securing electrical utility input for all phases of the project design and

construction provides essential guidance on system capacity, interconnection

feasibility, export limitations, protection and control requirements, statutory/legal

requirements and operational standards. This engagement ensures that design

assumptions are compatible with the Railbelt grid’s technical, regulatory, and

operational frameworks, thereby reducing late-stage design risk, expediting

approvals, and improving overall project viability.

1.3 Questions

1.4 Preparation Costs

The Municipality will not be responsible for proposal preparation costs, nor for costs

including attorney fees associated with any (administrative, judicial, or otherwise)

challenge to the determination of the highest ranked Proposer and/or award of

contract and/or rejection of proposal. By submitting a proposal each Proposer agrees

to be bound in this respect and waives all claims to such costs and fees.

2.0 RULES GOVERNING COMPETITION

2.1 Examination of Proposals

Proposers should carefully examine the entire RFP and any addenda thereto, and

all related materials and data referenced in the RFP. Proposers should become fully

aware of the nature of the work and the conditions likely to be encountered in

performing the work.

2.2 Proposal Acceptance Period

Award of this proposal is anticipated to be announced within 150 calendar days,

although all offers must be complete and irrevocable for 180 calendar days following

the submission date.

2.3 Proposal Format

Proposals are to be prepared in such a way as to provide a straightforward, concise

delineation of the Proposer's capabilities to satisfy the requirements of this RFP.

Emphasis should be concentrated on

1) conformance to the RFP instructions.

2) responsiveness to the RFP requirements.

3) completeness and clarity of content.
