1. Project Purpose & Objectives
The City of Monroe is soliciting Statements of Qualifications from experienced
engineering firms to perform a preliminary engineering report for water and
sewer service to the City owned parcel 09180064A. The City is also soliciting
Statements of Qualifications from experienced engineering firms to perform a
detailed engineering design and specifications for a water line extension to
the site.
2. Site and Utility Overview
The City currently owns parcel 09180064A and is marketing the site for
Economic Development purposes. The 74 acre site is part of the North Carolina
Selectsites Readiness Program (SRP). As part of the SRP, the City is eligible for
funding for the preliminary engineering report and water line extension design.
The potential site development has three (3) scenarios that will be used for the
PER and water line design.
Scenario 1: 600,000 sq. ft. facility
Approximate Water Usage = 10,000 gal/day
Approximate Sewer Usage = 10,000 gal/day
Scenario 2: Three (3) 200,000 sq. ft. facilities
Approximate Water Usage = 3,333 gal/day (Each facility)
Approximate Sewer Usage = 3,333 gal/day (Each facility)
Scenario 3: Five (5) 100,000 sq. ft. facilities
Approximate Water Usage = 1,700 gal/day (Each facility)
Approximate Sewer Usage = 1,700 gal/day (Each facility)
3. Preliminary Engineering Report
The selected consultant will:
* Evaluate the current water and sewer infrastructure.
* Evaluate the fire flow needed for the scenarios 1, 2, and 3.
* Evaluate the size, specifications, and services route for scenarios 1, 2,
and 3.
* Provide a preliminary engineering report for service to the site.

4. Design and Specifications
The selected consultant will:
* Provide water line design to the site for scenario 1.
* Provide minimum sewer line specifications for service for scenario 1.
* Provide all permits that will be required for construction of the water and
sewer infrastructure.
* Provide an estimated schedule for construction for the water and sewer
lines.
* Provide cost estimates for scenario 1 for water and sewer line
construction, tap fees, system development fees, and permit fees.
5. Submittal Requirements
Submittals shall be three (3) hard copies delivered by mail and an electronic
.pdf of the qualifications and proposal.
Submittals are encouraged to be concise, well-organized, and limited to the
information requested herein.

* Include the following information about your firm:
o Name and Address
o Physical location of personnel proposed to work on this project
o Number of employees
o Description of the firm's core services related to water and
sewer extension design.
* Demonstrated firm experience in:
o Preliminary engineering reports
o Water system engineering design and specifications.
o Sewer system engineering design and specifications.
o Regulatory requirements for design and specifications.
* List of similar projects
* Resumes of key personnel proposed to work on this project.
* List of any proposed subcontractors.
* List of at least three (3) client reference for related projects with
contact name, telephone number, and email address.

* A statement in which applicant certifies that the information provided

Proposals to be submitted:
Proposals must include services for the entire project scope, plus any
additional recommended services.
Project Schedule to be submitted:
Each firm will be required to submit a schedule for the project that details the
milestones of the project.
6. Project Timeline

Project Timeline:
The City anticipates that the work will be completed within 75 days of the
contract date. The actual schedule will be refined during contract
negotiations and could vary based on data development and level of analysis
required, commensurate with the complexity of the Scope of Services.
7. Questions, Clarifications, and Notification
All interested responders may notify the City of Monroe Water Resources by
email to rmiller@monroenc.org due 6/5/2026. The interested firms will be sent
the RFQ appendices electronically and receive responses to any and all
questions or clarifications received.
Questions and clarifications are to be submitted in an email to
rmiller@monroenc.org by 6/5/2026. The City of Monroe will respond via email
on 6/10/2026. The responses to questions and clarifications will be sent to all
interested responders to the RFQ.

10. Selection Process
The City of Monroe will evaluate and select the firm based upon the responses
submitted to this request. The City of Monroe reserves the right to seek
additional information. The City of Monroe reserves the right to not select a
firm from the submittal.
