NOTICE TO BIDDERS
Sealed bids will be received by the City of Sandusky, at the Department of Public Works and shall be
addressed to the Director of Public Works at 240 Columbus Ave, Sandusky, Ohio 44870, until 1:30pm on
Thursday, December 11, 2025, and will be opened and read publicly immediately thereafter, for
furnishing the material and performing the labor for the execution of:
West Monroe Street Rehabilitation Project
ERI-MR0746-1.62 W Monroe St, PID 118505
The Engineer’s Estimate for this work is $1,360,770.25.
Copies of the Bid Documents may be sent electronically at NO CHARGE upon email request to the email
below. If a hard copy of the bid book is preferred, requests must be made in writing so that a book may
be produced within 24 hours at a cost of $50.00. The purchaser shall bare all shipping costs or make
arrangements to pick up documents. Contact Melissa Vassallo at mvassallo@cityofsandusky.com or (419)
627-5932 to make shipping arrangements.
All questions shall be submitted no later than 8:00am on Friday, December 5, 2025, through written
means only and directed to the Project Engineer, Josh Snyder, at jsnyder1@cityofsandusky.com.
The successful bidder MUST be an Ohio Department of Transportation (ODOT) prequalified contractor at
the time of bidding.
This project is Davis Bacon prevailing wages. The successful bidder shall be required to pay wages equal
to or exceeding the minimum wages as currently published by the US Department of Labor and HUD-
4010, Federal Labor Standard Provisions.
This project is receiving federal assistance and subject to the Build America, Buy America Act (BABAA)
requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent
an approved waiver, all iron, steel, manufactured products, and construction materials used in this project
must be produced in the United States, as further outlined by the Office of Management and Budget’s
Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in
Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
The required contract provisions for federal-aid construction contracts contained in ODOT’s 2019 LPA
template are hereby incorporated by reference. The rules and regulations shall apply to all work to be
done under this contract. If any provisions of these rules and regulations conflict with any other clauses
of this contract, the ODOT 2019 Construction and Material Specifications shall govern.
