Rental and installation of scaffolding platforms and structures.

Description of Requirement:

Canadian Heritage (PCH) would like to set up a Standing Offer for the rental and installation of scaffolding platforms and structures. These installations will meet the needs of the department's event programming, sponsors, press and other events.

Each year, PCH organizes and supports major events in Canada's Capital Region to promote active citizenship through civic participation, recognize Canadians' shared values, and celebrate the people and events that shape Canada.

The flagship events are Winterlude and Canada Day. The Standing Offer resulting from this request is for the acquisition of platform and scaffolding structure rental services for these events and their operations. Other events may be added as new needs arise.

The rental period for scaffolding platforms and structures varies according to the event and location. Rental services for scaffolding platforms and structures include labor, transportation and equipment required to deliver, install, maintain, inspect and dismantle all items listed in the attached Basis of Payment “Annex B”.

Duration of Contract:

Call-ups against this Standing Offer may be made from the issuance of the Standing Offer to July 31, 2026, with the option of extending the offer for two (2) additional periods of one year each.

Evaluation Process and Selection Methodology:

An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a Standing Offer.

Security Requirements:

There are no security requirements.

This Standing Offer is subject to the following trade agreements:

The Canadian Free Trade Agreement (CFTA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Panama Free Trade Agreement and the Canada-Peru Free Trade Agreement.

A contracting officer can use limited tendering for specific reasons outlined in the applicable trade agreements. The reason for this contract is described below:
