1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

3. Definition of Requirements

The Canadian Coast Guard (CCG) has a requirement for Commercial Accommodations only, in the form of efficiency units**, or better, in the area of ongoing operations in Corner Brook, NL who can accommodate the required number of personnel from the Marine Environmental and Hazardous Response (MEHR) group of CCG for an extended period of time and without any blackout periods. CCG requires the accommodations for 19 people from Friday to Wednesday and 26 people on Thursdays during crew rotations. These numbers may fluctuate depending on operational requirements. Close proximity accommodations for CCG, MEHR personnel is required for transportation to and from Incident Command Post (ICP) in Lark Harbour, NL.

** Efficiency Unit - a self-contained living space that combines living, sleeping, and dining areas, with a kitchenette, a private bathroom, internet access and access to laundry facilities.

CCG personnel may be required to extend their presence in the area beyond July 31, 2025. Should CCG require the supplier’s facility for accommodations beyond the initial Contract date, the supplier will be notified at least 30 days in advance and will be given the opportunity to accommodate the request.

4. Criteria for Assessment of the Statement of Capabilities (minimum essential requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

•        The Contractor must provide accommodations for 19 people from Friday to Wednesday and 26 people on Thursdays.

•        All units reserved for CCG use must be efficiency units or better.

•        Shared units are acceptable; however each person must have their own enclosed bedroom and private bathroom.

•        All personnel must be co-located on one property.

•        The accommodations must be available from May 16, 2025 or date of Contract award, whichever is later, to July 31, 2025 with no blackout dates.

•        Facilities must be located within a 75 km driving distance of Lark Harbour SAR Station, Lark Habour, NL A0L 1H0.

6. Security Requirements

This contract does not contain any security requirements.

7. Government Contracts Regulations Exception and Justification for the Pre-Identified Supplier

The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection GCR 6(d): only one supplier is capable of performing the work (meeting the criteria of section 4 above).

8. Period of proposed Contract

The Contract period will be from May 16, 2025 or date of Contract award, whichever is later, to July 31, 2025

9. Estimated Cost

The estimated value of the Contract is between $200,000.00 - $300,00.00 CAD (excluding applicable taxes).

11. Suppliers’ right to submit a statement of capabilities

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

12. Closing Date

The closing date and time for a submission of a Statement of Capabilities is May 15, 2025 at 2:00 p.m. Eastern Time.
