REQUEST FOR PROPOSAL NO. PC27-016
RESIDENTIAL LOT DISPOSITION PROGRAM
The City of Panama City Florida, a Florida municipal corporation located in Bay County, Florida ("City"
or "Owner"), seeks proposals from qualified builders and buyers for City-owned real properties.
Purpose
The City identified an initial group of residential lots located within Low-to-Moderate Income (LMI)
neighborhoods to begin the implementation of the Residential Lot Disposition Program.
This initial release of City-owned real properties establishes a clear, transparent, and repeatable
process for returning vacant City-owned property to productive use while encouraging private
investment and expanding homeownership opportunities throughout Panama City.

Option 3

Option 1 - Purchase at Market Value
The builder purchases the property at its approved market value.
This option provides the quickest path to returning vacant property to productive use while
expanding the City's tax base
Option 2 - Discounted Lot Purchase
The City discounts the purchase price of the lot to improve project feasibility while encouraging
affordable homeownership. At closing, the City receives fifty percent (50%) of the lot's established
market value before the discount is applied. These proceeds may be reinvested into future
housing initiatives.
Option 3 - City Contributes the Lot
Rather than discounting the property, the City contributes the lot as part of the overall development
transaction. This option provides the greatest level of assistance to the builder while allowing the
City to recover full value of the lot's established market value at closing to support infill housing
opportunities.
Program Requirements
Builder Requirements
* Hold an active residential building license.
* Demonstrate proof of financing or financial capacity before closing.
* Begin construction within twelve (12) months of closing.
* Obtain all required permits.
* Comply with all applicable City codes.
* Lots may not be assigned.
* Failure to begin construction may trigger repurchase or reversion provisions.
Buyer Requirements
(Discounted Lot Purchase and City Contribution Only)
* Occupy the home as their primary residence.
* Meet applicable affordable housing program requirements.
* Be qualified through a participating lender before closing.
* Execute all required occupancy affidavits.
Builder Participation
* Builder qualification information.
* Preliminary home plans.
* Proposed construction schedule.
* Proof of financing or financial capacity.
CRA Coordination
Lots located within a Community Redevelopment Area remain eligible for applicable CRA
incentives. However, projects receiving either a City-discounted lot or a City lot contribution are
not eligible for CRA demolition grant funding for the same property. This prevents duplication of
public incentives while preserving other available CRA programs.
Conclusion
The Residential Lot Disposition Program establishes a consistent framework for returning vacant
City-owned property to productive use while encouraging private investment, expanding
homeownership opportunities, and creating a sustainable funding source for future housing
initiatives. The initial package release provides a fair, transparent, and predictable process for
distributing development opportunities among qualified builders while promoting investment
across multiple neighborhoods throughout Panama City.
