Subject: NIST Sponsorship of SC37 Biometric Standards Plenary Sessions
Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the International Committee for Information Technology Standards (INCITS) located at 700 K Street NW, Washington DC, 20001-5692. The INCITS UEI is FN3BDJ9CWGP3. The purchase order will be for NIST sponsorship of the SC37 Biometric Standards Plenary Sessions. The period of performance will be date of award through January 16, 2026.
Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 561920 – Convention and Trade Show Organizers with a size standard of $20 Million.
Description
The contractor shall provide NIST recognition as a sponsor for the SC37 Biometric Standards Plenary Sessions, including in printed materials and at the welcome table. The contractor shall not use the NIST logo.
Sole Source Determination
The sole source determination is based on the following:
As part of its mission to support development of biometric standards for terminology, interoperability, quality, and testing, NIST participates in international standards committees, including the International Committee for Information Technology Standards (INCITS) and the ISO/IEC JTC-1 SC37 Biometric Standards Organization.
To support this mission area, and particularly pertaining to biometrics in support of law enforcement and border security, NIST requires conference sponsorship for the 2026 SC37 Biometric Standards Plenary Sessions. These plenary sessions are organized and hosted by INCITS and no other contractor can provide NIST with the required conference sponsorship opportunity. INCITS does not work with third parties for this process.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.
