Description
The information contained in this notice is a brief description of the requirement and is for information purposes only.
This Request for Proposal (RFP) is a re-issuance of the requirement described in RFP no. ECVS-RFP-2025-3541,
(hereafter referred to as the “initial RFP”) which had an RFP closing date of September 18, 2025 at 2pm. This
document replaces the previous version entirely. Only bidders that submitted a proposal under that initial RFP are
invited and eligible to resubmit a proposal under this RFP.
Background
The Chief Electoral Officer of Canada (CEOC), an agent of Parliament, exercises general direction and supervision over
the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral
Officer, commonly known as Elections Canada.
EC requires a social media account management solution in the form of a software as a service (SaaS) to manage its
social media accounts on Facebook, Instagram, X (Formerly Twitter), LinkedIn and YouTube.
This RFP is intended to result in the award of a contract. The contract term is described in the “Period of Contract”
found below.
Non-exclusive engagement: This procurement process does not preclude Elections Canada from using another
method of supply to meet the same or similar needs.
Requirement
Elections Canada requires a social media account management solution delivered through a Software as a Service (SaaS)
delivery model to manage its social media accounts, including without limitation on Facebook, Instagram, X (Formerly
Twitter), LinkedIn and Youtube. Among other features, the SaaS Solution will allow Elections Canada, with respect to
its social media accounts, to publish and schedule posts, categorize, track and reply to enquiries from the public,
monitor ongoing account activities, provide analytics, and generate reports.
The requirement is detailed in the Statement of Work attached as Annex A to Part 7 of this RFP (the
“Statement of Work”).
Security
There is no security requirement applicable to this procurement.
Period of the Contract
The Contract will extend over a period of approximately 12 months starting from the effective date of the contract for
one (1) year.
The Contractor will grant to EC irrevocable options to extend the period of the contract by three (3) additional periods
of one (1) year each under the same terms and conditions.
Procurement Method
Competitive procurement method with an open invitation to bid to only the bidders who submitted a proposal under
the initial RFP , which could involve negotiation in some specific circumstances, in accordance with the terms and
conditions of the RFP.
Submission of Proposals
Only bidders who submitted a bid a proposal under the initial RFP are invited to submit a proposal for this RFP.
Elections Canada retains the right to negotiate with suppliers on any procurement.
Selection Methodology
Competitive Procurement Strategy: Highest combined rating of technical merit and price, subject to the resulting
contract evaluation as described in the RFP, if applicable.
Enquiries
All enquiries and other communication with Elections Canada personnel are to be directed ONLY to the Contracting
Authority. The Contracting Authority will be the bidder’s primary contact. Bidders who contact anyone other than the
Contracting Authority may be disqualified.

Debriefings
Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP ECVS-
RFP-2025-3541-A process. Bidders should make the request to the Contracting Authority as per the terms of the RFP
ECVS-RFP-2025-3541-A. The debriefing may be in writing, by telephone or in person.
The estimated contract period will be 12 month(s).
