The Pierce County Board of Commissioners will receive separate, sealed bids until 11:00am (local-time), Monday, July 27, 2026, for furnishing all materials, labor, tools, equipment, and incidentals necessary for the installation of rehabilitation improvements for Tiger Field Recreation Park for the county¿s awarded, Land and Water Conservation Fund Project, Grant Number: 13-01090 (P24AP01327). Project shall be funded from the Department of Natural Resources and /or other local funds specified).as funded by the Georgia Department of Community Affairs. Bids will be opened and read.
The meeting will be held at Pierce County Board of Commissioners¿ Office and will be opened to the public. Proposals can be mailed or delivered to the attention of Donna Golding, County Clerk for the Pierce County Board of Commissioners, 312 Nichols Street, Suite 5 Blackshear, Georgia 31516. Proposals received after the designated time will not be considered. The Pierce County Board of Commissioners may select a successful low bidder after evaluation of all bids.
The Scope of Work Includes:
Rehabilitation improvements for Tiger Field Recreation Park.
All proposals shall be accompanied by a Bid Bond in favor of the Owner in the amount of at least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the Bidder, if awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and Payment Bonds as provided by the law and approved by the Attorney for the Owner. Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall be equal to 100 percent (100%) of the Contract amount.
All work on the project must be completed within 270 consecutive calendar days of the Notice to Proceed Date.

The Bid Bond shall be forfeited to the Owner as liquidated damages if the Bidder fails to execute
the Contract and provide Performance and Payment Bonds within (10) days after being notified
that he has been awarded the Contract.
All work on the project must be completed within 270 consecutive calendar days of the Notice to
Proceed Date. Phasing of the project shall be as follows: Required work on the southern portion of
the project which includes walking track and southern parking lot construction will receive a
Notice to Proceed to start work in September 2026. The required work on the northern portion of
the project, which includes the ball field, drainage, fencing, and parking lot construction will
receive a Notice to Proceed beginning on December 1, 2026. Contract Time will be stopped and
recorded, if applicable once the southern portion work is completed and then time will resume on
December 1, 2026.

Copies of the plans and specifications may be obtained from Statewide Engineering, Inc., 516 East
Ashley Street, Douglas, Georgia 31533, 912-384-7723 for $200.00 per set for full printed specification
and plans, or $50.00 for specifications and plans emailed in pdf format (non-refundable). Plans and
Specifications are also on file (for view only) at the Pierce County Board of Commissioners' Office.
All Bidders must receive a bid package from the Engineer in order to be considered certified. Bids
from non-certified Bidders will not be considered.
Contractors shall submit all questions in writing to Mark Dill via email or fax. Email address is

21, 2026 at 9:00am). All questions received and answers will be provided to all contractors in an
addendum and listed on the Georgia Procurement Registry.
This agreement is for services related to a project that is subject to the Build America, Buy America
Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"),
Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction
materials used in this project must be produced in the United States, as further outlined by the Office
of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application
of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable
Supplemental Specifications, 2024 Edition, Special Provisions, or any other provision contained within this
contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia
Department of Transportation Specifications.
The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in
its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the
Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening
of the bids.
