Project Description: Sealed bids for FY 2023 CDBG Curb Ramp Replacements will be received online via the PennBid Program (https://pennbid.bonfirehub.com) by Gettysburg Borough, Adams County, Pennsylvania until 10:00 AM, Wednesday, August 6, 2025.
The bids will be publicly opened and read electronically, via PennBid’s website, at 10:00 AM (prevailing time), same date. Bid results will be available end of business day, same date.
Copies of Bidding Documents for FY 2023 CDBG Curb Ramp Replacements are available online and at no cost via the PennBid Program at https://pennbid.bonfirehub.com.
NOTE: The Council of Gettysburg Borough have authorized C.S. Davidson, Inc., to act on their behalf by opening bids. Contracts will be awarded at a regularly scheduled meeting of Gettysburg Borough.
A bid bond by acceptable surety or a certified check made payable to Gettysburg Borough in the amount of 5% of the maximum bid must be provided by each bidder with their bid.
Each bidder must be prepared to submit evidence of his qualifications to perform the work.
Notice is hereby given to bidders that this project is funded by the U.S. Department of Housing and Urban Development and is subject to the Davis-Bacon Act of March 3, 1931, as amended, and wages must be paid by contractors according to the U.S. Labor Department's Wage Decision included in the specifications; provisions of Section 3 of the Housing Act of 1968; and the President's Executive Order 11246 or any other order which prohibits discrimination in employment. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 2.2% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.
Gettysburg Borough is utilizing federal funds for this project and has adopted a Minority and Women Business Enterprise (MBE/WBE) Plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Code of Federal Regulations Part 135. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.
Gettysburg Borough has established minimum participation levels of five percent (5%) for Minority Business Enterprises (MBE) and three percent (3%) for Women Business Enterprises (WBE) of the dollar amount of the bid for contracts of $25,000 or more. The CONTRACTOR shall strive to meet these MBE and WBE goals. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. Gettysburg Borough in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination.
