The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation with a consultant to analyze options for implementing an innovative new statewide assessment system to support high-quality teaching and learning in Virginia public schools. The new assessment system shall align with Virginia's Standards of Learning and be implemented in the 2027-2028 school year and must reflect best practices in assessment design, accessibility, and instructional alignment.
