General Notice
The City of Port Lavaca (Owner) is requesting Bids for the construction of the following Project:
Port Lavaca Living Shoreline Project
Sealed Bids for the construction of the Project will be received at the City of Port Lavaca (Owner) at its
office located at 202 N. Virginial St, Port Lavaca, TX 77979 until Tuesday, January 6th, 2026 at 2:00 PM
local time. At that time the Bids received will be publicly opened and read. Respondents may request dial-
in information from Engineer to attend the Bid opening by teleconference.
All qualified Bidders will be considered without regard to race, color, religion, sex, age, national origin,
protected veteran status, or disability.
The Project includes the following Work:
The Work to be performed under these Drawings and Specifications consists of furnishing all labor,
materials, and equipment for performing all Work required for mobilizing; demobilizing; conducting
surveys; protection of the environment; protection of the environment, excavation, construction of
approximately 2,100 linear feet of rock breakwater and 920 linear feet of reef breakwater, mechanical
excavation two upland borrow sources, installing approximately 9,810 cubic yards of fill material for marsh
creation, and planting approximately 2.0 acres of low marsh species. The anticipated substantial completion
deadline for all Work is 230 days from Notice to Proceed.
Funding:
Any contract awarded under this Advertisement for Bids will be funded in whole or in part by financial
assistance to Owner from the General Land Office (GLO) through the Community Development Block
Grant Mitigation (CDBG-MIT) Coastal Resiliency Program under Contract No. 22-087-001-D226 entitled
City of Port Lavaca Living Shoreline Projectinvolving funding received by the City of Port Lavaca
(CPL) from the United States Department of Housing and Urban Development through CDBG-MIT
Federal Award Number B-18-DP-48-0002. Any Contract awarded will be subject to such funding
requirements as may be applicable, including, without limitation, the CDBG-MIT Financial Assistance
Standard Terms and Conditions and Program-Specific Terms and Conditions (CDBG-MIT Terms &
Conditions), and 2 CFR Part 200. Neither the State of Texas, GLO, nor any of their departments, agencies,
officers, directors, or employees are or will be party to this Advertisement for Bids or any contract awarded
hereunder It is important to note that any awarded contract shall be subject to GLO and federal regulations,
including the Davis-Bacon and Related Acts (DBRA), the Contract Work Hours and Safety Standards Act
(CWHSS), Section 3, and must include an active registration in the System for Award Management
(SAM.gov).
Owner anticipates the Project’s total bid price will be approximately $9.0 million to $10.5 million dollars.

Advertisement for Bid
All official notifications, addenda, and other Bidding Documents will be offered through Civcast USA to
registered plan holders only. Neither Owner nor Engineer will be responsible for Bidding Documents,
including addenda, if any, obtained from sources other than the Civcast USA.
Pre-Bid Conference
Bidders are expected to thoroughly inspect the site of work and to inform themselves regarding all local
conditions using provided resources and abiding by all access restrictions at the site. An in-person and
virtual pre-bid conference for the Project will be held on Tuesday, December 9th, 2025 at 2:00 PM.
Attendance at the pre-bid conference is highly encouraged. Virtual Pre-bid conference details will be posted
on the Civcast USA Website or respondents may request dial-in information from Engineer. The in-person
meeting location is as follows:

Request for Clarification
The deadline for questions and clarifications is Monday, December 29th, 2025 at 5:00pm. All questions or
clarifications should be submitted on the Civcast USA Website.
