Description

This is a combined Synopsis/Solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



This is a Request for Quote (RFQ). The solicitation number is 70B01C25Q00000010.



The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.



This contract will support the Border and Air and Marine (BPAM) Program Management Office facility maintenance personnel in San Diego by providing personal protective equipment (PPE) apparel services of uniforms, and the associated laundering services. PPE apparel services will be provied at five (5) San Diego Sector locations: San Diego Sector Maintenance Facility in San Diego, CA; Campo Border Patrol Station in Pine Valley, CA; Boulevard Border Patrol Station in Boulevard, CA; El Cajon Border Patrol Station in El Cajon, CA; and Murrieta Border Patrol Station in Murrieta, CA.



The period of performance includes a 12-month base period and four 12-month option periods, and a 6-month extension period which may be exercised at the Government's discretion in accordance with FAR 52.217-8 Option to Extend Services.



The Period of Performance is as follows:



Base Year: 12/1/2024 - 11/30/2025



Option Year 1 - 12/1/2025 - 11/30/2026



Option Year 2 - 12/1/2026 - 11/30/2027



Option Year 3 - 12/1/2027 - 11/30/2028



Option Year 4 - 12/1/2028 - 11/30/2029



The provision at 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (SEP 2023), applies to this acquisition.



The provision at 52.212-2, Evaluation -Commercial Products and Commercial Services applies. The following evaluation criteria applies to Paragraph (a) of the provision: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price an other factors considered. The following factors shall be used to evaluate offiers: Technical Capability, Price, and Past Performance. Technical Capability and Past Performance, when combined, are more important than price.



Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services (MAY 2024), with its offer.



The clause at 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services (NOV 2023), applies to this acquisition.



The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services (MAY 2024) applies to this acquisition. Attached is the clause with additional FAR clauses cited within this clause that are applicable to this acquisition.





Offers are due by 3:00 PM EST November 15, 2024. Offers shall be emailed to the contracting officer, Allison Baker, at Allison.e.baker@cbp.dhs.gov. Late offers will not be considered.
