Sealed bids will be received by the Village of Sussex, Village Engineer, until 12:00 p.m. Central time on Wednesday, January 14, 2026, at the Village of Sussex, N64 W23760 Main Street, Sussex, WI 53089.
The 2027 Road Program project is predominately located north of the Corporate Center and north of the Village of Lisbon limits, south of the Union Pacific railroad tracks, east of STH 164, and west of Maple Avenue within the Bowling Green Estates, Sussex Estates, Crestview, Stone Ridge Estates, Eagles Ridge, and Sussex Preserve Subdivisions. Streets bordering these Subdivisions that are not included are: STH 164, CTH VV (Main Street), and Maple Avenue. This area of work consists of approximately 11.1 miles of road.
The 2027 Road Program project includes, but is not limited to, repairs to all public utilities – sanitary and storm sewer, water main; new water laterals; and extension of new sanitary main and new sanitary lateral. This will include: repair and/or replacement of sanitary and storm structures and pipes; repair and/or replacement of water system components; installation of new water main valves; spot repair and/or replacement of curb and gutter; replacement of concrete pavement; spot repair and/or replacement of sidewalks, detectable warning fields, and driveways (only as necessary); new curb and gutter; new sidewalks; base patching; the resurfacing and/or replacement of roadway pavements. Roadway repairs will typically be mill, base patch, and resurface. Some of the roads in poor condition will be repaved. Most of the roads have curb and gutter, and storm sewer. A few roads have ditches and shoulders.
Additional areas of work within the 2027 Road Program project includes, but is not limited to, the extension of new sanitary mainline and lateral, new water lateral, storm sewer connection, new parking lot and pavement path, and pavement extension from Sunset Drive to the west and connections into Village Park; new water lateral and bubbler installation from Grogan Drive to Grogan Park; pavement improvements for new T-turnaround and parking area from Grogan Drive-Adjacent to Grogan Park; structural analysis of the existing Lannon Stone wall along Woodside Road in between S Ridgeview Cir and Water Tower Ct; street trees along both sides of Clover Drive; and complete analysis, design, and permitting for floodplain and hydraulic analysis for improvements due to flooding by the existing storm pipelines crossing at Clover Drive (West of Maple Avenue and east of Goldencrest Court).
Tasks for the project will include, but are not limited to, surveying and design, drafting, construction contract, project plans and specifications preparation, cost estimates, structural and floodplain analysis, and bidding, along with bid analysis, and contractor recommendations, if needed. Construction services will be handled separately and are not part of this proposal.
Project will be funded by the Village of Sussex. A Professional Services Agreement will be signed by the selected Consultant and the Village. The Village Engineer, Jeff Klamik, will serve as project manager for the Village.
Consultants must provide proof that they are familiar with the Village of Sussex and its Roadway Standards, that they have experience with the design of utility repairs and extensions, parking lots, paths, structural analysis, floodplain and hydraulic analysis, installation, and replacement, and with road reconstruction and resurfacing projects, and that they have room within their schedules to provide this service in a timely manner. The proposal must also state if any work will be done by sub-consultants. If sub-consultants will be used, include the name and contact information for that sub-consultant in the proposal along with the name of the project manager and their team’s experience. Also, describe the role of that sub-consultant in the design process and any and all costs.
Note: This is a request for proposal, not a bid; therefore, the Village is not bound to accept the lowest cost for professional services.
One (1) original (marked as such) and five (5) copies of the proposal must be submitted in a sealed envelope, a box or other sealed container is acceptable, by 12:00 P.M. (Noon) on Wednesday, January 14, 2026, to:

Envelopes, which are not properly identified or received after the above date and time, will be rejected.
Proposers must respond to each component in the order and form presented. Each response must identify the heading and must respond entirely to each segment without reference to any other part of the proposal. The proposal must include a table of contents.
One (1) original (marked as such) and one copy of the Consultant’s Cost Proposal shall be enclosed in a single separate envelope with the proposal submittal.
The envelope shall be titled "COST" and marked with the project name and the name and address of the submitting firm.
