CITY OF NORTH CHARLESTON COLISEUM & PERFORMING ARTS CENTER RESURFACING AND SITE IMPROVEMENTS

PROJECT DESCRIPTION: Resurfacing multiple parking lots and roadways surrounding the North Charleston Coliseum and Performing Arts Center. Parking lot and roadway areas will be separated by sections and constructed in phases to maintain partial site access and minimize disruptions to scheduled events at each venue. The contract also includes the conversion of an existing gravel lot into a fully improved parking facility under a design-build delivery method including but not limited to asphalt pavement, curbing, and drainage infrastructure. The work will need to be coordinated with the City of North Charleston to accommodate upcoming events at the surrounding venues during the entire length of the contract.

SECURITY: Each bid must be accompanied by a Bid Bond made payable to the Owner, for an amount equal to not less than 5% of the total bid as a guarantee that, if the bid is accepted, the required Agreement will be executed and that a 100% Performance Bond and 100% Payment Bond will be furnished. Checks, regardless of form, will not be accepted.

OWNER’S RIGHTS: The Owner reserves the right to waive any informalities in bidding and to reject all Bids if it is in the Owner’s best interest to do so. Unless all bids are rejected, award will be to the lowest responsive, responsible Bidders.

RECEIPT OF BIDS: Sealed Bids for the construction of the above referenced project will be received by the Owner at their office, Thursday, June 04, 2026, by 2:00 PM , local time at place of bidding, North Charleston City Hall, 2500 City Hall Lane, 3rd Floor, Procurement Department, North Charleston SC 29406 and at said office will be publicly opened and read aloud.
