Notice is hereby given that Provincial Health Services Authority (the “Health Authority”) intends to directly award a contract to the following supplier to provide one (1) Agilent Femto Pulse System, and the associated proprietary consumables, and services for a term of four (4) years at an estimated value of $150,000 including tax.

In accordance with applicable trade agreements, PHSA has chosen not to proceed with a competitive process for the following reason :

the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:

an absence of competition for technical reasons.

BC Cancer Research Institute’s Genome Sciences Centre (GSC) intends to purchase the Agilent Femto Pulse for their sample preparation process for DNA sequencing. The Femto Pulse is the only instrument which can separate DNA fragments of up to 165 kilobases in length. It is also cable of automated loading of DNA samples from a 96 well plate, and with a minimum input requirement of less than 1ng of DNA sample. It is the only instrument of this type recommended by PacBio as part of their sample preparation workflow. No other instruments offer this size range, input quantity and degree of automation required for the workflow. As the sole manufacturer and distributor of these platforms in Canada, Agilent is the only vendor able to provide this equipment along with their proprietary reagents, consumables and services and, as such, no alternative exists.

PHSA will review any and all issues received by this date and provide due consideration to each objection.
