ABCmouse Home Access for Libraries

Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Age of Learning, Inc., for a one (1) year period in the amount of $35,370.22, with the option to renew for two (2) additional one (1) year periods at a total cost not to exceed $110,411.68, for unlimited access to ABCmouse Home Access for Libraries (ABCmouse). ABCmouse is an online learning catalog and curriculum with more than 10,000 interactive books, educational games, puzzles, and other learning activities designed to improve literacy for children ages two (2) through eight (8). The Library Services Department has offered ABCmouse to its patrons since 2021, averaging over 8,500 users per month. This procurement is being made in accordance with Section 3-208(31) of the County’s Procurement Policy as ABCmouse is an online learning database and Age of Learning, Inc., is the exclusive owner and sole provider. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
